A. 
No person shall shovel, throw, or otherwise deposit any sand, grass clippings, leave, brush, garbage, trash, debris, or materials of any kind on street, highway, or other public way within the Village.
B. 
The Public Works Department shall provide debris disposal areas at the Village Sewage Treatment Plant outside the fence. Village residents may transport their own leaves, brush, grass clippings to the Village Sewage Treatment Plant on East State Street. This may be done anytime during daylight hours spring, summer, and fall. This is a service to Village residents only. Commercial tree removal and/or landscaping professionals must find alternative locations to discard their debris. Any unauthorized use of this disposal area will be subject to the penalties of § 161-11A.

Notwithstanding any of the provisions and remedies contained elsewhere herein, failure to comply with any section of this article shall be a violation.
B. 
Each day that a prohibited condition as defined in this article shall be allowed to continue to exist, shall constitute a separate violation.
C. 
This article may be enforced either by removing the material deposited, or by the owner or occupant, tenant, lessee, undertenant, receiver, or assignee of premises abutting the street with a violation.
A violation of this article or any section thereof or any part of any section thereof shall be a violation and shall be punishable by fine not to exceed $250, or by imprisonment not to exceed 15 days, or by both such fine and imprisonment. Nothing herein contained shall prevent the Board of Trustees from enforcing obedience of this article or any part or section thereof by injunction or other legal proceedings before any court of competent jurisdiction or in any other legal manner.
