The AHJ is prescribed in the KWIC Policies and Procedures Manual.

The AHJ shall review and investigate complaints that claim the existence
of conditions or activities that fail to comply with any applicable
provision of this chapter or other law. However, such authority shall
not review and/or investigate any complaint pertaining to a violation
of law that is enforced by another AHJ (i.e., EPA, NYSDEC, NYSDOH,
NYSDOT, etc.). Lastly, the process for receiving and responding to
a complaint is prescribed in the KWIC Policies and Procedures Manual.
