A. 
It shall be unlawful in any City park in the City of Warrenton, Missouri, for any person to:
1. 
Park a motor vehicle in any area except as designated by ordinance, the Grounds and Maintenance Director or Chief of Police.
2. 
Possess any glass bottles or glass containers.
3. 
Discharge or shoot any firearms, projectiles, air guns, slingshots or bows and arrows.
4. 
Hunt, molest, harm, frighten, kill, trap, chase, tease, shoot or throw missiles at any animal, reptile or bird, except poisonous snakes.
5. 
Allow any domestic animal belonging to such person or under such person's control to be without a leash. Such person shall clean up after said animal.
6. 
To construct or erect any building or structure of any kind, whether permanent or temporary in character, or run or string any public service utility into, upon or across the park, except as previously approved by the Grounds and Maintenance Director.
7. 
Light or maintain any fire unless such fire is maintained in a grill or fire circle or place provided by the Grounds and Maintenance Director for such purposes. Bonfires are not permitted without previous approval from the Grounds and Maintenance Director.
8. 
Possess alcoholic beverages unless authorized by special permit approved by the Chief of Police and Grounds and Maintenance Director or the Board of Aldermen of the City of Warrenton.

9. 
Be intoxicated.
10. 
Be in any park except during hours designated by the Grounds and Maintenance Director and as posted.
11. 
Be in any section of any park which is declared closed to the public by the Mayor, Chief of Police or Grounds and Maintenance Director at any time or any interval of time, either temporarily or at regular and stated intervals.
12. 
Camp overnight unless permitted by the Grounds and Maintenance Director.
13. 
Fail to report all accidents to park authorities.
14. 
Have a horse without written approval of the Grounds and Maintenance Director.
15. 
Be in any park other than Dyer and Morgan Park from dawn until dusk unless allowed by the Grounds and Maintenance Director. Dyer and Morgan Parks will be open from dawn until 10:00 P.M.
16. 
Swim or ice skate in or on any lake.
17. 
Have a boat.
18. 
Fish without the required government licenses.
19. 
Clean fish.
20. 
The use of bikes, scooters, in-line skates and skateboards, except as set forth below:
a. 
Binkley Park — the use of bikes, scooters and in-line skates shall be allowed.
b. 
Khoury Park — bikes, scooters and in-line skates shall be allowed. Skateboards shall be allowed in designated areas only.
c. 
Lakeview Park — bikes, scooters and in-line skates shall be allowed.
d. 
Dyer Park — bikes, scooters and in-line skates shall be allowed, except that no skateboards, bikes, scooters or in-line skates shall be allowed on the tennis courts.
e. 
Warrenton Athletic Complex — bikes, scooters and in-line skates shall be allowed.
21. 
When appropriate or necessary, an individual may be asked to leave or removed from property owned, managed or operated by the City by any employee of the City, a law enforcement officer or any employee of a company or agency contracted with the City for management or supervision of a City park or property.

22. 
When appropriate or necessary, the City Administrator or his/her designee may suspend an individual from any City park or property owned, managed or operated by the City.

23. 
The City Administrator shall have the authority to adopt additional rules or regulations necessary for the preservation of the health, safety, and/or welfare of the citizens of the City or for the protection of property owned, managed or operated by the City.

B. 
The Grounds and Maintenance Director shall have the authority to grant all necessary licenses and permits for the operation and use of any park. All persons shall obey the rules, regulations and policies after notice of the same shall have been given by official signs or markings or installed in any park by authority of the Grounds and Maintenance Director, unless otherwise directed by a Law Enforcement Official. For purposes of this Section, it shall be presumed that any sign or marking installed or erected within any park shall have been so installed or erected by proper authority.

C. 
Any person or persons violating any of the provisions of this Section or any of the rules and regulations made by said City of Warrenton for government of any park as herein provided shall be punished by a fine of not less than one dollar ($1.00) nor more than five hundred dollars ($500.00) or by imprisonment in the City or County Jail not exceeding ninety (90) days, or by both such fine and imprisonment.
D. 
Closed Areas. Any section or part of any park or restroom may be declared closed to the public by the Grounds and Maintenance Director at any time and for any interval of time, either temporarily or daily as may be reasonably necessitated by reason of public health, public safety, inclement weather, and when temperatures are below ten degrees (10°) or wind chill is below zero degrees (0°), maintenance, protection of property, or for other reasons in the public interest. Such closing may be done by posting of signs at park entrance or on restroom doors.
