The purpose of the Human Rights Commission is to promote mutual understanding and respect within the Town of Guilford among all racial, religious, ethnic, and other groups, and among individuals of differing genders, sexual orientations, ages, and abilities, in a manner not inconsistent with state and federal statutes and regulations as authorized by C.G.S. § 7-148(c)(7)(H)(viii) and (xi) and C.G.S. § 7-148(c)(9).
There shall be and is hereby created a Human Rights Commission, the members of which shall be appointed by the Board of Selectmen. The Commission shall consist of nine regular members, subject to term limits set forth in Section 4-2 of the Town Charter. Initial appointments may be, staggered to avoid having all terms expire simultaneously. All members of the Commission shall be electors and residents of the Town, in accordance with Section 4-1(b) of the Town Charter.
A. 
Under the general supervision of the Board of Selectmen, to pursue community-wide education, through engagement with private business, civic, and other community organizations within the Town of Guilford, and to recommend to the Board of Selectmen any programs, projects, activities or initiatives (collectively, "programs") derived from such engagement, that will promote educational awareness and support for human rights in the Town of Guilford.
B. 
To advise the Board of Selectmen of federal or state funds available for implementation of any programs in support of human rights and to facilitate the ability of the Town to obtain such funds.
C. 
Under the general supervision of the Board of Selectmen, to engage in research and to publish and/or present reports relevant to human rights awareness and support.
The members of the Commission shall meet and elect a Chairperson and such other officers prior the first of December annually, or as may be necessary.
A. 
The Commission shall hold regular meetings and shall designate the time and place thereof and shall have the power to adopt rules and regulations for the conduct of business within its jurisdiction and shall keep a record of all its proceedings.
B. 
Five members shall constitute a quorum. Removal of a member of the Commission shall be done by the Board of Selectmen, in accordance with Section 4-13 of the Town Charter.
The Commission shall from time to time, but not less often than annually, submit a report for the inclusion in the Town's annual report, and may submit other such reports as may be requested by the Board of Selectmen.
