The Mayor and Council hereby create and reconstitute as a part of this Code the Recreation Advisory Committee.
The Recreation Advisory Committee shall consist of 13 members as follows:
A. 
Two secondary school students attending school within the Borough of Highland Park as recommended to the Mayor and Council by the principals of their respective schools;
B. 
Eleven additional members, two of whom may be nonresidents of the Borough of Highland Park. Said members shall be appointed by the Mayor with the advice and consent of the Council annually.
The Recreation Advisory Committee shall provide recommendations to the Mayor and Council and the Department of Recreation with regard to the planning, funding and supervising of recreation programs to be undertaken by said Department. The Committee shall meet at least quarterly and have the following additional responsibilities:
A. 
Advise the Recreation Director on recreation matters within the Borough;
B. 
Facilitate communication between residents and the Recreation Department staff;
C. 
Assist with program operations and supervision when requested by the Recreation Department Director; and
D. 
Assist with fund-raising and sponsorship activities for the Recreation Department.
