The purpose of the Transportation Committee of the City of Union is to provide the City of Union's Mayor and its Board of Aldermen an ad hoc committee to study, analyze and evaluate the present and future transportation needs of the City of Union, Missouri. It is the stated purpose of the Mayor and the Board of Aldermen in establishing this Committee to bring representatives of the various individuals and the political, business and industrial entities that serve the City of Union residents together regarding transportation issues. This Committee shall act as a first stop for any issues related to transportation affecting the City of Union.

A. 
The Committee shall comprise eight (8) members who shall serve without compensation. The Mayor shall appoint, with the approval of the Board of Aldermen, the members of the Committee whose members shall be chosen from the following:
1. 
Mayor of the City of Union.
2. 
One member of the Board of Aldermen.
3. 
One member from each of the following:
a. 
Union Development Corporation.
b. 
Union RXI School District.
4. 
Four members at large with personal or business interests in the Union area.

A. 
This Committee shall be an advisory committee to the City's Mayor and Board of Aldermen and shall be tasked with the study of, and recommendations of, transportation issues.
B. 
This Committee shall serve the transportation needs of the City and local political entities with an eye towards recommending to the Mayor and the Board of Aldermen certain transportation infrastructure projects, grants, proposals and other recommendations as this Committee sees fit for the betterment of the transportation needs of the individual, political, business and industrial citizens of Union.
C. 
The Committee will research and consider all issues of transportation within the City, including Highway 47 or Highway 50 and other Federal, State and local transportation improvement proposals (such as cost sharing, grants, design, etc.); the City's annual street maintenance projects (overlays, chip and seal, sidewalks), and other issues of concern involving vehicular traffic, bike routes, or pedestrian issues.

A. 
The Committee shall meet at least once a quarter on the first Wednesday of March, June, September and December of each year. A quorum of the membership of the Committee shall be at least fifty percent (50%) of the official membership plus one member. Any number of members present that is less than a quorum can only take action to schedule the next meeting of the Committee.
B. 
An annual meeting of the Committee shall be held on the first Wednesday of March of each year. A Chairman and Secretary of the Committee, to serve a one-year term, shall be selected from the official members who have been appointed to the Committee.
C. 
The members of the Committee shall make and adopt such other bylaws, rules and regulations as approved by the Mayor and the Board of Aldermen for their guidance and for the Committee as may be expedient and not inconsistent with the terms, provisions and spirit of the purpose of this Committee.
The Committee has no inherent authority or power to do or refrain from doing any act. The Committee has only those powers and authority delegated to it by the Mayor and Board of Aldermen of the City of Union.
