It shall be unlawful for any person to permit any dog, cat,
pet or other livestock owned by him or under his supervision or control
to run at large either upon the public streets or highways of the
Township, upon the private property of any other person or upon any
property not belonging to or in the possession of the owner of such
animals or to persons under whose supervision or control such animals
are being kept.

The provisions of this chapter shall apply to all dogs and other animals in the nature of pets found running at large in violation of §
68-1, irrespective of payment for or issuance of any license in respect to the animal involved.
No person shall allow any dog or other domestic animal owned
by him or under his control or any nondomesticated animal confined
on that person's premises to make any loud or harsh noise or disturbance
which shall interfere with or deprive the peace, quiet, rest or sleep
of any person within the Township.

It is unlawful for any person to feed a wild animal unless licensed
to do so, with the exception of small seed eating birds, squirrels,
and chipmunks. It is unlawful to place out mineral blocks or salt
licks unless they are intended for authorized domestic livestock.
For purposes of this section, wild animals shall include but not be
limited to deer; bears; nondomestic canines; nondomestic felines;
nondomestic rabbits; skunks; raccoons; large birds, such as geese
and turkeys; and other such wild animals which are typically found
in and or are native to Pennsylvania.

The feeding of feral cats may only be done in conjunction with
a feral cat management project, which must include a trap, neuter
and release program ("TNR") or other program approved by the Lower
Paxton Township Board of Supervisors. If a feral cat management project
with TNR does not exist, the feeding of feral cats is not lawful.

The provisions of this chapter shall be enforced by any Township
police officer or Code Enforcement Officer as assigned by the Township.

Violations of this chapter shall be enforced by action brought
before a Magisterial District Judge in the same manner provided for
the enforcement of summary offenses under the Pennsylvania Rules of
Criminal Procedure. Any person, firm or corporation who or which violates
or permits a violation of this chapter shall, upon conviction in a
summary proceeding, be punishable by a fine of not more than $1,000,
plus costs, or, in default of payment thereof, shall be subject to
imprisonment for a term not exceeding 30 days.
