In any district established under this Code, whenever a use is neither specifically permitted, not prohibited, not allowed as a special exception and an application is made by a landowner to the Zoning Officer for such a use, the Zoning Officer shall refer the application to the Township Board of Supervisors to hear and decide such request as a conditional use. The Board shall have the authority to permit the use or deny the use in accordance with the standards governing conditional use applications. The Board may approve the use if it is determined that the proposed use to be similar to and compatible with other permitted uses in the district and in no way conflicts with the general purposes and intent of the Scott Township Code. The burden of proof shall be upon the applicant to demonstrate that the proposed use would meet the standards and criteria for a conditional use as contained in Article XV of the Code and would not be substantially detrimental to the public health, safety and welfare and/or environmental features and characteristics of the site and/or surrounding areas.
