There shall be a Municipal Court in the Town pursuant to the provisions of N.J.S.A. 2B:12-1 et seq., to be known as the "Municipal Court of the Town of Morristown, Morris County." The Municipal Court shall have a seal bearing the impress of the name of the Court. The Court shall be held in the Town Hall or such other place as the Town Council shall designate, and shall exercise all the functions, powers, duties and jurisdiction conferred on municipal courts by the provisions of N.J.S.A. 2B:12-1 et seq. or any other law.

a. 
There shall be two Judges of the Municipal Court appointed by the Mayor with the advice and consent of the Town Council, who shall each serve for a term of three years from the date of appointment and until a successor shall be appointed and qualified. One of the Judges shall be designated the Chief Judge of the Municipal Court, and shall have the authority to designate the time and place of cases to be heard by each Judge, in accordance with the provisions of N.J.S.A. 2B:12-8.
b. 
The Judges of the Municipal Court shall have and possess the qualifications and exercise all the functions, duties, powers and jurisdiction conferred by N.J.S.A. 2B:12-1 et seq., as amended and supplemented, or by general law or ordinance.

There shall be a certified Court Administrator of the Municipal Court appointed by the Mayor, who shall perform such functions and duties as shall be prescribed for him by law, the rules applicable to municipal courts and by the Judge of the Municipal Court.
The Court Administrator must be certified in accordance with the requirements of N.J.S.A. 2B:12-11, as amended or supplemented.
His duties shall include but not be limited to:
a. 
Planning, developing and implementing procedures for the efficient and effective operation of the Municipal Court including assignment and supervision of personnel and preparation of the Municipal Court budget.
b. 
Receiving and disbursing bail, fines, costs and other Municipal Court revenue and monitoring the Municipal Court's accounts and audits.
c. 
Preparing summary and statistical reports as required by the Town, vicinage level judicial managers and the Administrative Office of the Courts.
d. 
Participating in case processing; interacting with defendants, witnesses and attorneys; taking complaints; scheduling cases; and management of the Municipal Court calendar.
e. 
Evaluating probable cause to determine whether a Summons or a Warrant will be issued.

There shall be a Deputy Court Administrator of the Municipal Court appointed by the Mayor, who shall, prior to his appointment, be qualified by training and experience. He shall perform the functions assigned to him by the Judge of the Municipal Court and the Municipal Court Administrator.
