The Mayor, with the advice and consent of the Town Council, shall appoint a Local Historian, who shall serve at the pleasure of the Mayor.

The Local Historian shall have all the powers and responsibilities that are or may be hereinafter conferred and imposed on him or her by law. More specifically, the Local Historian shall have the following powers and responsibilities:
a. 
To carry out an historical program, including but not restricted to collecting, preserving and making available materials relating to the history of the Town. The Local Historian shall store such materials with the Municipal Clerk or otherwise so as to insure their preservation, and shall notify the State Archivist, New Jersey Historical Commission, and Town Council of any materials which should be acquired for preservation. Upon leaving the position, the Local Historian shall turn over all materials and records and reports into the possession of his successor, if then appointed, or to the Municipal Clerk until a successor shall be appointed.
b. 
The Local Historian shall make an annual report to the Mayor and Council stating all the work performed and accomplished during that year. The Local Historian shall transmit a copy of such report to the New Jersey Historical Commission.
c. 
The Local Historian may research, write and cause to have published a Town history, and may recommend appropriate historical materials for publication;
d. 
The Local Historian may assist a "landmark" commission, as well as advise the Council, concerning the acquisition, administration, use and disposition of any "landmark" or historic site, including such places in the Town included on the New Jersey Register of Historic Places. Such advice may be furnished to the State Office of New Jersey Heritage;
e. 
The Local Historian shall assist in projects of commemoration, including the erection of monuments, historic markers and guide signs; and
f. 
In addition, the Local Historian shall:
1. 
Promote interest in all aspects of the history of the Town.
2. 
Catalog historical collections and resources available within the Town.
3. 
Coordinate and assist in the development of local history papers, books and brochures.
4. 
Serve as liaison to the State Office of New Jersey Heritage and the Historical Commission.
5. 
Maintain a list of local historical dates.
6. 
Maintain an inventory of historical markers and grave sites.
7. 
Develop and maintain an industrial history of the Town.
8. 
Develop and maintain a biographical file of local elected officials.

There shall be a local Emergency Management Council established pursuant to N.J.S.A. App A:9-41.

The local Emergency Management Council shall consist of not more than 15 members who shall be appointed by the Mayor and shall hold office at the will and pleasure of the Mayor. Any vacancy in the membership of the Council shall be filled by the Mayor. The Mayor shall determine the number of members who shall serve on the Council; however, the Mayor shall not appoint fewer than five members.

The Mayor shall appoint a municipal Emergency Management Coordinator, who shall be a member of the local Emergency Management Council and serve as its Chairman.

The local Emergency Management Council shall assist the Town in establishing the various volunteer agencies needed to meet the requirements of all local Emergency Management activities in accordance with rules and regulations established by the Governor in accordance with the provision of N.J.S.A. App A:9-41.
The local Emergency Management Council is authorized within available appropriations to establish an adequate organization to assist in supervising and coordinating emergency management activities of the Town. It shall be lawful for the members of the Emergency Management Council also to be members of other agencies created by reason of any emergency.

The Police Bureau, Fire Bureau and other departments of the Town government shall cooperate with the Emergency Management Council as necessary.
