From time to time, but no less than every five (5) years, there shall be established a Charter Review Commission which shall study, appraise, and evaluate the City of Blue Springs Home Rule Charter.

A. 
Members. The Charter Review Commission shall consist of at least nine (9) members who are residents of the City, none of whom shall be an elected official of the City.
B. 
Appointment. The Mayor, with the consent and approval of a majority of the City Council, shall appoint three (3) members that reside in the City, one (1) from each Council District. The City Councilmembers from District 1 shall appoint two (2) members that reside in District 1. The City Councilmembers from District 2 shall appoint two (2) members that reside in District 2. The City Councilmembers from District 3 shall appoint two (2) members that reside in District 3. No more than forty percent (40%) of the Commission members shall reside in any one election district.
C. 
Term. The Commissioners’ terms shall end when ballot language is submitted to the Jackson County Election Board or at the adjournment of a meeting at which the decision is made by the Commission to make no recommendations for amendments.

Meetings of the Charter Review Commission shall be held at the call of the Chairperson, and at other times as the Commission may determine.

The Commission shall, within twelve (12) months of its first meeting, report to the voters as many amendments, if any, to the Charter as it deems advisable.
