This chapter shall be known as and may be cited as the "Pine
Grove Educational Service Agency Ordinance."
The intent of this chapter is to exercise the authority to establish
an Educational Service Agency granted by the General Assembly of the
Commonwealth of Pennsylvania Act of December 12, 1979, P.L. 503, No.
108, 43 P.S. § 802.1.
A.
Unless specifically defined, words or phrases used herein shall be
interpreted so as to give them the same meaning as they have in common
usage and so as to give this chapter its most reasonable application
consistent with the intent and applicability herein expressed.
B.
The word "shall" is always mandatory and not merely directory.
C.
Words used in the present tense includes the future and past, words
in the plural number include the singular, words in the singular number
include words in the plural, and words either in the feminine, masculine
or neuter shall include words of the other two genders.

AGENCY
BOROUGH
SCHOOL DISTRICT
Throughout this chapter, the following words and phrases shall have
the specific definitions provided:
The Educational Service Agency for the Borough of Pine Grove,
County of Schuylkill in the Commonwealth of Pennsylvania.
The Borough of Pine Grove, County of Schuylkill in the Commonwealth
of Pennsylvania, a Pennsylvania municipal corporation.
The Pine Grove Area School District in the County of Schuylkill
and the Commonwealth of Pennsylvania.
A.
The Educational Service Agency hereby established may, from time
to time, in accordance with law, adopt and establish such rules and
regulations for administration of its duties and authority as, in
the opinion of a majority of its members, be desirable, beneficial
or necessary.
B.
The Borough, from time to time, in accordance with law, by appropriate ordinance or resolution, may adopt such additional rules and regulations as, in the opinion of the Council of the Borough, may be desirable, beneficial or necessary for or in connection with the Educational Service Agency hereby established. Any such rules and regulations shall be construed in conjunction with provisions hereof, shall become effective upon the date fixed by the Borough upon adoption thereof, and shall supersede the provisions of any rules and regulations established in accordance with Subsection A of this section.
