The Borough of Pine Grove, by this chapter, establishes a Board of Health to administer and enforce the health laws and ordinances in the Borough of Pine Grove.
The Borough of Pine Grove, by this chapter, establishes the position of health officer to assist the Board of Health in the administration and enforcement of the health laws and ordinances in the Borough of Pine Grove.
The Board of Health shall have the power, and it shall be its duty to enforce the laws of the commonwealth, the regulations of the state Department of Health, and all ordinances of the Borough enacted to prevent the introduction and spread of infections contagious disease; to abate and remove all nuisances which the Board shall deem prejudicial to the public health; to mark infected houses or places; to recommend rules for the construction and maintenance of house drains, wash pipes, and cesspools; and to recommend all such other rules and regulations as shall be deemed necessary for the preservation of the public health.
The health officer shall have the duty to attend all stated and special meetings of the Board of Health, and at all times be ready and available for the prompt performance of his official duties. The health officer shall perform such duties as are vested in local health officers by state laws and regulations, shall make sanitary inspection and shall execute the orders of the Board of Health and shall, in the performance of his duties, have the power and authority of a policeman.

The Board of Health and health officer shall have the power to inspect, administer, enforce, fine, prosecute violations, and to issue or file summary citations in any manner that is prescribed under and consistent with the laws of the commonwealth, the regulations of the state Department of Health, and all ordinances of the Borough, specifically including Borough Code, 8 Pa.C.S.A. §§ 3105 and 3106, and this chapter.
All health and sanitation ordinances or portions of ordinances which were adopted by this municipality shall continue in full force and affect.
All relevant ordinances, regulations, and policies of this municipality not governed by this chapter shall remain in full force and effect.
If any section, subsection, sentence, or clause of this chapter is held, for any reason, to be invalid, such decision shall not effect the validity of the remaining portions of this chapter.
