The tracts or lots of land purchased by the City of Joseph Ramsey and wife, Benjamin DePew and wife, and Adeline Kimler, and particularly described in the deeds from them to said City, recorded in the Recorder's Office of McLean County, in Deed Book P., on page 308 and page 504, together with the grounds used as a cemetery previous to said purchases, and such land as since has been purchased for cemetery purposes and such land as in the future may be purchased are hereby set apart and dedicated for cemetery purposes and uses to be kept and controlled by the corporate authorities of said City; and said premises shall be known and designated as the City Cemetery and shall be under the supervision and control of the Department of Parks.
Said tracts of land, any other that hereafter may be purchased for cemetery purposes, or as an addition to said grounds, shall, as the Council may determine, be laid off into lots of appropriate size; and survey and plats of said lots shall be made under the direction of the City Manager, which surveys and plats shall designate the lots by numbers and be filed and recorded in the Recorder's Office of McLean County, which lots shall be sold at such prices as the Council may from time to time direct: Provided, that no part of said lands shall be sold or used for any other than burial purposes and the same shall be taken subject to such regulations as the City may from time to time establish touching the management of said cemetery.
A portion of said grounds shall be laid off and designated as "commons," for the burial of strangers and the friends of persons unable to purchase lots; and whoever shall dig or cause to be dug any grave in said City cemetery or other cemetery within said City upon any lot not the property of such persons, unless the same be upon the stranger's grounds or "commons," or be done by written consent of the owner of such lot, shall be fined not less than $25 nor more than $50.
A. 
Any person desiring to purchase any lot shall pay the price thereof to the Director of Finance, who shall thereupon give the purchaser a receipt for the amount paid, in which receipt shall be stated the number of the lot proposed to be purchased, and on presentation of such receipt to the City Clerk, it shall be the duty of said Clerk to prepare a deed for such lot, which shall be signed by the Mayor of said City and countersigned by said Clerk, and shall be executed under the seal of the City of Bloomington.
B. 
All deeds to cemetery lots may be in the following form:
"The City of Bloomington, in consideration of ____________________ Dollars to the said City paid by ____________________, doth hereby, in conformity with the Code of the City in such case made and provided, give, grant, bargain, sell, and convey to him, the said __________ lot numbered __________ in the plat of the cemetery, as laid out and recorded in the Office of the City Clerk, and in the Office of the Recorder of the County of McLean. To have and to hold the same, with its appurtenances, unto the said __________, his heirs and assigns forever, for the purpose of burying therein his or their dead, and for no other use, intent, or purpose whatever; subject, nevertheless, to such general rules and regulations as the City Council of said City may from time to time hereafter establish.
And the said City of Bloomington hereby covenants with the said ____________________, his heirs, and assigns, that the premises designated as the cemetery aforesaid shall forever be kept and preserved as a place for the burial of the dead of said City.
In witness whereof the Mayor of said City has hereunto set his signature and caused the seal of the City of Bloomington to be affixed this _____ day of __________ A.D. _____.

The Director of Finance shall keep an accurate plat of the cemetery grounds and also a record in numerical order of the blocks or squares in each division, with separate columns ruled therein for the entry of the name of the purchaser, the amount sold for and the date of sale. When any block or square or part thereof shall be sold, the Director of Finance shall make an entry of the name of the purchaser, the amount sold for and the date of sale opposite the number of the block or square on the record.
The City Manager of the City may prescribe and regulate the manner of enclosing, improving, or adorning the private blocks, squares, lots, and graves in the City Cemetery, and the erection thereon of monuments, tombstones, or other fixtures, and shall prevent and prohibit any division, improvement, adornment, or other use of any block, lot, square, or other part of said cemetery or the erection or placing of any tombstone, monument, or other fixture therein, which he deems unsightly or improper; and he may direct and cause the removal of all such unsightly dilapidated stones and improper improvements, adornments, enclosures, monuments, tombstones, or other fixtures.
Any person who shall remove or carry away, or willfully, maliciously, or negligently break, deface, destroy, or otherwise injure any property or article placed or erected in the cemetery known as City Cemetery or belonging to or placed in any cemetery or burying grounds within the City, or within the jurisdiction of the Council, or whoever shall pluck flowers thereon or trespass or maltreat any grave or violate any established rules and regulations for the government of the cemetery shall be punished as provided in § 1-106 of this Code.
A. 
No burial, interment, or cremation shall be lawful in any cemetery controlled by the City, nor shall any dead body be removed from any cemetery controlled by the City until a permit for such burial, interment, cremation, or removal shall have first been obtained from the Department of Health.

Whoever within the City Cemetery or in any other cemetery or burying ground within said City shall discharge any firearm or be found hunting or trespassing or shall trespass upon any grave within said City or shall refuse to obey any lawful order of the City Sexton or of any person having charge of any cemetery or burying ground shall be fined not less than $10 nor more than $100.
No cemetery or burying ground shall hereafter be established within the corporate limits of the City, nor shall any cemetery or burying grounds heretofore established within said City be extended or enlarged or used for burial purposes, except by consent of the Council, under a penalty of not less than $100 for each violation of this section and a like penalty for each day such violation shall continue.
