There shall be a Department of Administration, the head of which
shall be the Administrator.

Within the Department of Administration there shall be a Division
of Personnel and a Division of Purchasing.

There shall be a Department of Finance which shall have jurisdiction
over all business pertaining to finance. The Department of Finance
shall be supervised by the Administrator. The Offices of Chief Financial
Officer, Collector and Assessor are assigned to the Department of
Finance for administrative purposes.

a. Chief Financial Officer.
1. Creation of Office. Pursuant to the authority of N.J.S.A. 40A:9-140.10
there is hereby created the office of the Chief Financial Officer
of the Borough of Woodland Park.
2. Term of Office. The Chief Financial Officer shall serve for a term
of four (4) years, which shall run from January 1 in the year in which
the Chief Financial Officer is appointed.
3. Appointment; Removal. The Chief Financial Officer shall be appointed
by the Governing Body and may be removed from office in accordance
with N.J.S.A. 40A:140.9. The compensation for the Chief Financial
Officer shall be separately set forth in a municipal salary ordinance.
4. Powers and Duties of the Chief Financial Officer. The Chief Financial
Officer of the Borough shall keep and maintain books and records of
all financial transactions of the Borough in accordance with the standards
and requirements of the State Division of Local Finance. The Chief
Financial Officer shall have custody of all public monies of the municipality.
He shall make monthly reports to the Council of all receipts, expenditures,
commitments and unencumbered appropriation balances.
b. Head of Division of the Treasury. Within the Department of Finance
there shall be a Division of the Treasury, the head of which shall
be the Chief Financial Officer. The Collector, when so designated
by the Mayor with the advice and consent of the Council, shall be
the Chief Financial Officer.
c. Disbursements. No municipal funds shall be disbursed except pursuant
to and within the limits of appropriations made in accordance with
law. All disbursements shall be by bank check or draft signed by the
Mayor and countersigned by the Chief Financial Officer, upon warrant
of the Chairman of the Finance Committee of Council and approval of
the Council.

Within the Department of Finance there shall be a Division of
Tax Collection, the head of which shall be the Collector. The Collector
shall receive and collect all monies assessed or raised by taxation
or assessment for any purpose. The Collector shall enter in suitable
books or other records to be kept by him the sums received each day
together with the account to which each receipt is credited. Within
forty-eight (48) hours after the receipt of any monies of the municipality,
or on the first banking day thereafter, the Collector shall deposit
all monies in the authorized public depository of the municipality
to the credit of the appropriate account. He shall report to Council
at least once each month at the same time as the Chief Financial Officer
is required to report, all receipts and deposits and cash on hand
belonging to the Borough. Within sixty (60) days after the end of
the fiscal year, and at other times as may be required by Council,
the Collector shall make and furnish a detailed and true list of all
delinquent taxpayers for the next preceding year or for such period
as Council may require.

Within the Department of Finance there shall be a Division of
Tax Assessment, the head of which shall be the Tax Assessor. The Tax
Assessor shall be appointed by the Mayor with the advice and consent
of the Municipal Council and shall hold office for the term prescribed
by law. Any Assessor appointed after July 1, 1971 shall possess a
valid Tax Assessor's Certificate as provided by N.J.S.A. 54:1-35.30.
The Tax Assessor shall:
a. Have, perform and discharge all the functions, powers and duties
prescribed by law for a Municipal Assessor.
b. Maintain adequate assessment records of each separate parcel of real
property assessed or exempted.
c. Maintain a current tax map of the Borough as a public record and
cause to be recorded thereon all changes in ownership or character
of the real property assessed, employing for that purpose the facilities
of other departments as provided by the Code.

There shall be four (4) Assistant Tax Assessors of the Borough
who shall aid and assist the Tax Assessor in the performance and exercise
of his powers, duties and functions and shall perform any duties assigned
to him by the Tax Assessor. The Tax Assessor and the Assistant Tax
Assessors shall be compensated for their services by an annual salary
as more particularly set forth in the yearly salary ordinance adopted
by the Municipal Council. The Assistant Tax Assessors shall be appointed
by the Mayor with the advice and consent of the Municipal Council
and shall hold office for a term of four (4) years and until his or
her successor is duly appointed and shall have qualified. If any vacancies
occur in the office of Tax Assessor or in the offices of Assistant
Tax Assessor, the vacancy or vacancies shall be filled in the same
manner in which the original appointment was made but shall be for
the unexpired portion of the term only.

There shall be a Department of Public Works, the head of which
shall be the Superintendent of Public Works who shall be a New Jersey
State "Certified Public Works Manager" (C.P.W.M.).

The Department of Public Works, under the supervision of the
Superintendent of Public Works shall be responsible for the maintenance
of all municipal streets and roads, including the storm sewer system
and any other public works functions of a similar nature.

There is hereby created and established the position of Assistant
Municipal Superintendent of Public Works in the Borough of Woodland
Park. He shall be appointed and shall hold office in the manner prescribed
by law.
The Assistant Municipal Superintendent of Public Works shall
assist in the supervision of and work with a group of employees engaged
in the construction, operation, maintenance, and repair of street,
sewer, water, sanitation, and other public works facilities, and shall
do related work as required. The requirements for the position of
Assistant Municipal Superintendent of Public Works are:
a. Ability to read, write and understand English sufficiently to perform
the duties of this position.
b. Two (2) years of experience in the Department of Public Works as
an equipment operator or public works repairman, in the construction,
maintenance and repair of streets, sewer, water, sanitation or other
public work facilities or similar heavy construction or maintenance
work.
c. Possession of a valid New Jersey automobile driver's license.
d. Considerable knowledge of the procedures, materials and tools used
in cleaning, maintaining and repairing street, sewer, water and sanitation
facilities.
e. Ability to assist in supervising subordinates, provide them with
needed advice and assistance when difficult and unusual problems arise;
and check their work to see that proper procedures are followed; that
reasonable standards of workmanship and output are maintained; and
that desired objectives are achieved; to assist in organizing assigned
work and developing effective work methods; and to keep needed records.
f. Good health and freedom from disabling physical and mental defects
which would impair the proper performance of the required duties or
which might endanger the health and safety of oneself or others.
The Assistant Municipal Superintendent of Public Works shall
receive compensation as provided in the annual salary ordinance adopted
by the Mayor and Municipal Council.

There shall be a Department of Water, the head of which shall
be the Superintendent of Water Distribution Centers.

The Department of Water, under the supervision and direction
of the operator of the water distribution system, shall maintain and
be responsible for the water supply system of the municipality.

The Tax Collector shall be the Collector of Water Consumer Accounts
who shall be responsible for the collection of monies for payment
of all charges for water.

There shall be a Department of Water Pollution Control, the
head of which shall be the Superintendent of Public Works.

The Department of Water Pollution Control, under the direction
and supervision of the Superintendent of Public Works shall maintain
and be responsible for the Municipal Sanitary Sewerage System.

Pursuant to N.J.S.A. 40A:14-7, there shall be a Police Department
of the Borough of Woodland Park, the head of which shall be the Chief
of Police.

The Police Department shall be organized in the manner and possess
the powers and duties described in Chapter IV of the Code.

There shall be a Fire Department of the Borough of Woodland
Park which shall consist of Woodland Park Volunteer Fire Company No.
1, Passaic Valley Hose Company No. 2 and Rifle Camp Fire Company No.
3, and other companies as may be approved by the Municipal Council.

The several volunteer fire companies shall be organized and
regulated in accordance with their bylaws. The Department shall be
organized and regulated in accordance with Chapter III of the Code.
The Fire Department shall have exclusive control over all fires within
the municipality and shall have access to the water supply system
serving the municipality through its fire hydrants for the purpose
of extinguishing fires.

A Department of Fire Signal Systems is hereby created. The Department
shall consist of one (1) Fire Signal System Superintendent and as
many fire signal system repairmen as the Mayor shall appoint, but
not exceeding three (3) in number.

a. Appointments to and promotions in the Department shall be made by
the Mayor, in the manner provided by law.
b. Appointments may be made from members of the Fire Departments.
c. Every person appointed to any of the positions in the Department
of Fire Signal Systems:
1. Shall be a citizen of the United States;
2. Shall be a resident of the municipality for at least one (1) year
immediately preceding the appointment.
3. Shall be of sound mind and good moral character.
4. Shall not have been convicted of any crime.

The Superintendent of the Fire Signal Systems shall be responsible
for the proper installation, maintenance and operation of all fire
signal systems in the municipality. He shall:
a. Cause all fire alarm signals and telephone wires to be regularly
tested and necessary repairs made promptly, especially after storms
and accidents.
b. Be responsible for all apparatus, equipment and property belonging
to his Department.
c. Make an inventory of all apparatus, equipment and property belonging
to his Department at least once a year and report the results to the
Administrator.
d. Perform other duties as may be required of him from time to time,
by the Mayor, Administrator and the Chief of the Fire Department.

Personnel appointed under this section shall work under the
supervision and control of the Superintendent of the Fire Signal System.
They shall perform other duties as may be required of them from time
to time by: the Mayor, Administrator, Chief of the Fire Department
and the Superintendent of the Fire Signal System.
