[HISTORY: Adopted by the Board of Commissioners of the Township of Muhlenberg 11-18-1968 by Ord. No. 86 (Ch. 51 of the 1982 Code). Amendments noted where applicable.]
As used in this chapter, the following terms shall have the meanings indicated:
BICYCLE
Every device having two tandem wheels and propelled by human power and upon which a person may ride.
It shall be unlawful for any person to operate a bicycle upon any street or public alley in the Township in violation of any traffic ordinances of the Township or under the laws of the Motor Vehicle Code which are applicable to motor vehicles, as well as any and all ordinances, resolutions, rules or regulations that may be promulgated from time to time by the Township of Muhlenberg, and any amendments thereto.

It shall be unlawful for any person over eight years of age to operate a bicycle upon any sidewalk in the Township of Muhlenberg.
It shall be unlawful for the operator of any bicycle, when upon any street or public alley or any public path set apart for the exclusive use of bicycles, to ride with both hands off the handlebars, or to ride other than upon or astride the permanent and regular seat attached thereto, or to carry any person upon such bicycle other than upon a firmly attached and regular seat thereon, nor shall any person ride upon a bicycle other than as above provided. Lights and reflectors shall be mounted on bicycles as may be required by resolution or ordinance.
No person shall operate a bicycle upon any street or public alley or upon any public path set apart for the exclusive use of bicycles unless such bicycle is equipped with a bell or other device capable of giving a signal audible for at least 100 feet, except that no bicycle shall be equipped with, nor shall any person use upon a bicycle, any siren or whistle.
It shall be unlawful for any person to operate a bicycle upon any street or public alley in such a manner as to interfere with any pedestrian who is exercising due care thereon.
It shall be unlawful for any person operating a bicycle upon any street or public alley in the Township of Muhlenberg to propel such bicycle abreast or to the left of any other person so propelling a bicycle, except in passing such bicycle. All bicycles shall be driven to the right-hand side of the highway when upon any public street of the Township.
The operator of a bicycle emerging from an alley, driveway or building shall, upon approaching a sidewalk or the sidewalk area extending across any alleyway, yield the right-of-way to all pedestrians approaching on said sidewalk or sidewalk area and, upon entering the roadway, shall yield the right-of-way to all vehicles approaching on said roadway.
No person shall park a bicycle upon a street or public alley other than upon the roadway against the curb or upon the sidewalk in a rack to support the bicycle, or against a building or at the curb in such manner as to afford the least obstruction to pedestrian traffic.
A. 
Any person who shall violate any provision of this chapter or any rules and regulations thereof shall, upon being apprehended, be penalized in the following manner:
(1) 
For a first offense, by the impounding of the bicycle or bicycles for a period of 24 hours.
(2) 
For the second offense, by the impounding of the bicycle or bicycles for a period of seven days.
(3) 
For the third or subsequent offense, by the impounding of the bicycle or bicycles for a period of 30 days.
B. 
In the event that a person should violate this chapter or any rule or regulation promulgated herein upon more than one occasion, then such person shall have a right to ask for a hearing before the Township Commissioners at their next meeting, at which time such person may present testimony.
