No person shall use or permit to be used any spot, place or
premises within the Township of Muhlenberg as a public or private
dump for refuse except a premises using the compost method. For purposes
hereof, the "compost method" is a process of biochemical degradation
of organic materials under controlled conditions to a sanitary, nuisance-free,
humus-like material. This provision shall not apply, however, to the
following:
A. Manure, leaves, branches, trees,
sawdust, chips, shavings, wood, grass, straw, corn fodder or other
products used as compost or fertilizer in farming or gardening;
B. The burial of household pets;
or
C. The use of earth, soil, sand,
clay, gravel, loam, ashes, slate, stones, bricks, plaster and concrete
when used as fill in a sanitary and nuisance-free manner.
No refuse disposal site shall be located in
any area where pollution of waters is likely to occur.
The compost method shall be conducted in a manner
that will not support reproduction of insects and rats or create offensive
odors. Noncompostable materials arising from compost operations shall
be disposed of by the sanitary landfill method in accordance with
the other provisions of this article.
