Muhlenberg Township ("Township") is provided with water service
by the Muhlenberg Township Authority ("Authority"), which owns a water
distribution system which includes fire hydrants located within the
Township for use for fire control. The Township has determined that
the proper use of the fire hydrants of the Authority is to serve the
health and welfare of the residents of the Township and not for private
and unauthorized access to water from the Authority's system, and
that unauthorized use of fire hydrants and water from fire hydrants
of the Authority constitutes and creates a detriment to the health,
safety and welfare of the residents of the Township.
Unauthorized use of fire hydrants or water from water hydrants
owned by the Authority within the borders of the Township, including
opening hydrants or use of water from hydrants for any private purpose
other than for use to battle a fire, shall be and hereby is prohibited.
Unauthorized use shall also include using water by bypassing meters.
All costs, fines and payments for actual water use collected
by the Township under this article, after deduction of actual costs
of enforcement thereof, shall be paid over by the Township to the
Authority for the Authority's general use in accordance with its articles.
