A.
The owner, operator and lessor of any building within the city containing three (3) or more dwelling units shall, on or before January 1, 1980, and every January 1 thereafter, upon a form provided therefor by the Public Officer and available at this office, register the premises designating thereon the name and address of the owner, the name and address of any lessor or operator other than the owner and the name and address of an agent in charge of the premises residing in the municipality who may be the owner, operator or lessor; provided, however, that establishments subject to licensing which have secured licenses pursuant to § 156-43 et seq. are hereby exempted from the requirements of this section. If there shall be more than one (1) person as owner, operator and lessor, then separate or single combined registration may be filed as the persons may elect. Any change in owner, lessor, operator or agent shall be filed with the Public Officer forthwith.
B.
The owners and operators of any premises containing three (3) or more dwelling units are required to submit information on forms to be provided for each dwelling unit or rooming unit of the premises setting forth the maximum permissible occupancy in accordance with standards set forth in this code and the actual number of persons occupying the unit as of the filing date, the apartment designation, name of the tenant and the term of the lease or occupancy. Any change in tenant or occupancy shall be filed with the Public Officer forthwith pursuant to § 156-23.
