No residence, dwelling, apartment house, business, industrial or manufacturing structure hereafter erected shall be occupied or used until a sidewalk and curb shall have been constructed along the entire length of each side of the property which abuts a public street, and no certificate of occupancy shall be issued for said structure until said sidewalk and curb have been so constructed and until said sidewalk and curb have been approved by the office of the City Engineer of the City of Orange.
If sidewalks and curbs already exist at a site upon which there is new construction, then a certificate of occupancy shall be issued upon approval by the office of the City Engineer. The City Engineer may order said existing sidewalks and curbs to be reconstructed or repaired or replaced if, in his judgment, said action is necessary to the health, safety and welfare of the citizens of the City of Orange, and no certificate of occupancy shall be issued until said work has been satisfactorily completed to the satisfaction of the office of the City Engineer.
