No subdivision or land development of any lot, tract or parcel
of land shall be affected; no street, sanitary sewer, storm sewer,
water main or other facilities and public utilities in connection
therewith shall be constructed, opened or dedicated for public use
or travel, or for the common use of occupants of buildings abutting
thereon, except in strict conformance with the provisions of this
chapter.
No lot in a subdivision shall be sold; no permit to erect any
building upon land in a subdivision shall be issued; and no building
shall be erected in a subdivision; unless and until a subdivision
plan has been approved and recorded, and until the improvements required
by the governing body in connection therewith have either been constructed
or guaranteed as hereinafter provided.
