(a) 
No person shall own, harbor or keep any dog within the City which has not been inoculated against rabies, provided that dogs which have not attained the age of six (6) months shall not be required to be so inoculated, and further provided, that any dog may be exempt from the requirement of such inoculation, for a specified period of time, by the Division of Health upon the presentation of certificate from a veterinarian stating that because of infirmity or other physical condition, the inoculation of such dog, for said specified period of time, is contraindicated.
(b) 
All persons who shall own, keep or harbor a dog within the City limits, except as specified in Section (a), shall procure for each such dog so owned, kept or harbored and shall cause to be securely fastened on the collar or harness of such dog a suitable tag, indicating that said dog has been inoculated against rabies, and indicating the year of such inoculation. The inoculation shall be made by a duly licensed veterinarian of the State of New Jersey, or such other person permitted by law to make same and approved by the Division of Health.
(c) 
The inoculation against rabies shall commence upon the dog reaching the age of six (6) months and said dog shall be inoculated once each year after the first inoculation, except where a dog has been inoculated with an avianized vaccine, then in the latter case a dog shall be inoculated once every three (3) years from the date of the avianized vaccine inoculation.

(a) 
If a dog has bitten a human being or another animal, is believed to have rabies or has been bitten by a dog suspected of having rabies, the dog shall be confined by a leash or chain on the owner's premises and shall be placed under observation of a veterinarian at the expense of the owner for a period of ten (10) days. The owner shall notify the pound keeper of the fact that his dog has been placed under observation and the pound keeper, at his discretion, is authorized to have the dog removed from the owner's premises to a veterinary hospital and there placed under observation for a period of ten (10) days.
(b) 
No person knowing or suspecting that a dog has rabies shall allow the dog to be taken off his premises or beyond the City limits without the written permission of the pound keeper. Every owner, or other person, upon ascertaining that a dog is rabid shall immediately notify the pound keeper or a Police Officer who shall either remove the dog to the pound or, if required under the circumstances, summarily destroy the dog.
Either the Police or Health Division or the pound keeper may serve notice upon the owner or person in charge of a dog or other animal which has attacked or bitten a person, to confine the animal at the expense of the owner or person in charge of it upon the premises of the owner or person in charge or at some other place designated in the notice, for at least ten (10) days after the animal has attacked or bitten a person.

(a) 
Either the Police or Health Division or the pound keeper or their designee shall be permitted by the owner or person in charge of an animal which has attacked or bitten a person, to examine the animal at any time, and daily if desired, within a period of ten (10) days after the animal has attacked or bitten a person, to determine whether the animals shows symptoms of rabies.
(b) 
No person shall refuse, obstruct, or interfere with the Police or Health Division or pound keeper in making the examination.

(a) 
Whenever a dog, or other animal is affected by rabies or suspected of being affected by rabies or has been bitten by an animal known or suspected to be affected with rabies, the owner or person in charge of such dog or animal or any person having knowledge thereof, shall forthwith notify either the Police or Health Division or the pound keeper.
(b) 
The notification shall be in writing, signed by the person making such notice and shall state where the animal may be found.

(a) 
Either the Police or Health Division or the pound keeper may furnish without charge the Pasteur treatment for any indigent person, residing within its jurisdiction, who has been bitten by an animal known or suspected to be affected by rabies.
(b) 
Any expense thus incurred shall be provided for by the City in the same manner as the regular funds of the City are provided.

Every physician shall, within twelve (12) hours after his first professional attendance upon any person bitten by a dog or other animal, report to the Police or Health Division or the pound keeper, the name, age, sex, color and the precise location of the person so bitten.

The parent or guardian of a child bitten by a dog or other animal, when no physician attends such child, shall within twelve (12) hours after first having knowledge that the child was so bitten, report to either the Police or Health Division or the pound keeper, the name, sex, age, color and the precise location of the child.

(a) 
If an adult is bitten by a dog or other animal and no physician attends him, the adult, or if he is incapacitated, the person caring for him, shall report to either the Police or Health Division or the pound keeper the name, age, sex, color and the precise location of the adult.
(b) 
The report shall be made within twelve (12) hours after the adult was so bitten, or if he is incapacitated, the report shall be made within twelve (12) hours after the person caring for him shall first have knowledge that the adult was so bitten.

Either the Police or Health Division or pound keeper shall serve a notice, in writing, upon the owner or person in charge of a dog or other animal known or suspected to have been bitten by an animal known or suspected of being affected by rabies, requiring the owner or person in charge of the animal to kill or confine it for a period of not less than six (6) months.

(a) 
Whenever either the Police or Health Division or pound keeper has reason to believe or has been notified by the State Department that there is danger that rabies may spread within the City such Police or Health Division or pound keeper shall serve a notice in writing upon all persons so far as the same may be known owning or having charge of any animal requiring such person to confine such animal, or the Police or Health Division or pound keeper, in lieu of serving such notice in writing may cause a notice to be published in the official newspaper of the City.
(b) 
Other animals may be included in the order whenever, in the opinion of either the Police or Health Division or pound keeper this is necessary.
(c) 
Whenever the State Department of Health has knowledge that any case of rabies exists among dogs or other domestic animals within the State, and in its judgment the disease is liable to spread, the Department may issue an order requiring either the Police or Health Division or the pound keeper to order animals confined as provided in this section, and to cause its provisions to be enforced, by appropriate proceedings either in law or in equity.
