No person shall own, harbor or keep any dog within the City which has not been inoculated against rabies, provided that dogs which have not attained the age of six (6) months shall not be required to be so inoculated, and further provided, that any dog may be exempt from the requirement of such inoculation, for a specified period of time, by the Division of Health upon the presentation of certificate from a veterinarian stating that because of infirmity or other physical condition, the inoculation of such dog, for said specified period of time, is contraindicated.
(b)
All persons who shall own, keep or harbor a dog within the City limits, except as specified in Section (a), shall procure for each such dog so owned, kept or harbored and shall cause to be securely fastened on the collar or harness of such dog a suitable tag, indicating that said dog has been inoculated against rabies, and indicating the year of such inoculation.
