An individual serving in the position of Sewage Enforcement Officer shall be appointed by a majority vote of the Borough Council at a duly convened and conducted meeting of the Borough Council. Such an individual so appointed shall serve in such position until removed by a majority vote of the Borough Council at a duly convened and conducted meeting of the Borough Council.

The Sewage Enforcement Officer shall serve in such position without compensation except that he/she shall be reimbursed for authorized, necessary and reasonable expenses incurred in carrying out his duties.

It shall be the duty and the Sewage Enforcement Officer shall have the authority to enforce for and in the Borough this Part and the rules and regulations promulgated hereunder, and Act No. 537 of 1965, as amended and supplemented, known as the "Pennsylvania Sewage Facilities Act,"[1] and the rules and regulations promulgated thereunder.

The Borough Council shall annually in the budget specifically appropriate the funds needed for the purpose of enforcing and carrying out the provisions of this Part and the rules and regulations promulgated hereunder, and the "Pennsylvania Sewage Facilities Act," as amended and supplemented, and the rules and regulations promulgated thereunder.

The Sewage Enforcement Officer shall report as often as requested and at least once every three months to the Borough Council, informing said Council of the activities undertaken by the Sewage Enforcement Officer since the previous report and provide said Council with any information which the Council deems of importance concerning sewage facilities within the Borough.

The Sewage Enforcement Officer shall annually report, in writing, to the Borough Council on the funds and expenses incurred and the sums received by the Sewage Enforcement Officer in the enforcement of the provisions of this Part and the rules and regulations promulgated hereunder, and the "Pennsylvania Sewage Facilities Act," as amended and supplemented, and the rules and regulations promulgated thereunder.

The Borough Council is hereby authorized to make, adopt and promulgate rules and regulations as it deems necessary and proper for the enforcement of the provisions of this Part, and the "Pennsylvania Sewage Facilities Act," as amended and supplemented, and the rules and regulations promulgated thereunder.
