The Director of Public Affairs and Safety or his designee shall have the authority when he deems it in the interest of public safety or convenience to promulgate a regulation temporarily closing streets or parts of streets to vehicular traffic or foot traffic, or diverting traffic therefrom. Street closures established under such regulation shall be properly posted with warning signs.
