(a) 
No person shall angle park a vehicle upon any street or part thereof, except that upon those streets or parts thereof designated in Section 16A-16, Schedule XVI attached to and made a part of this chapter, angle parking shall be permitted at the angle designated.
(b) 
The provision of this section shall not apply to machinery, apparatus, or equipment mounted on wheels and actually in use for the following purposes:
(1) 
Cleaning, repairing or constructing buildings; or
(2) 
Thawing frozen pipes; or
(3) 
Repairing or improving streets; or
(4) 
Performing public work; or
(5) 
Performing work for any public utility corporation.

No person shall park a vehicle upon any street or part thereof for the purpose of:
(a) 
Displaying such vehicle for sale or any contents thereof, but, licensed persons may continue to sell from their licensed vehicles as heretofore; or
(b) 
Repairing such vehicle except when necessitated by an emergency.
