A.
Position established. There is hereby created and established in
the Township of Winslow the position of Chief of Police.
B.
Appointment. The Chief of Police shall be appointed by the Mayor
and Township Committee.
C.
Duties. The duties of the Chief of Police shall include, but not
be limited to, the following:
(1)
Analyze police problems of the municipality, determine internal organization
of the police department, and formulate police rules/regulations.
(2)
Plan police work so as to make the best use of available funds, personnel,
equipment, and supplies.
(3)
Give assignments/instructions to other members of the police department,
provide them with advice and assistance when difficult/unusual problems
arise, and check their work to see that proper procedures are followed,
that reasonable standards of workmanship, conduct, and output are
maintained, and that desired police objectives are achieved.
(4)
See that communication facilities are properly used.
(5)
Take the lead in establishing/maintaining helpful, cooperative relations
with civic, recreation, and business organizations, school/court officers
and other groups, police authorities in other jurisdictions, and others
interested in maintenance of law and order.
(6)
Provide police protection/assistance to large gatherings, children
and other pedestrians in crossing streets, those engaged in extinguishing
fires, those handling large sums of money and other valuables in transit,
and to vacant/unused dwellings and business properties.
(7)
Make provisions for police protection/assistance at the times and
places where traffic is heavy.
(8)
Direct detection/apprehension of lawbreakers, preparation of charges
against them, and collection and presentation of evidence of their
misdeeds.
(9)
Supervise investigation and disposal of complaints.
(10)
Give testimony in court.
(11)
Prepare and supervise the preparation of reports.
(12)
Direct the establishment and maintenance of records and files.
(13)
Will be required to learn to utilize various types of electronic
and/or manual recording and information systems used by the agency,
office, or related units.
D.
Compensation. The Chief of Police shall be paid a salary fixed and
adopted by the governing body in the annual salary ordinance.

the Township of Winslow the position of Deputy Chief of Police.
B.
Appointment. The Deputy Chief of Police shall be appointed by the
Mayor and Township Committee.
C.
Duties. The duties of the Deputy Chief of Police shall include, but
not be limited to, the following:
(1)
Assist in the analyses of county or municipal police problems
and helps formulate police rules/regulations.
(2)
Assist in planning county or municipal police work so as to
make the best use of available funds, personnel, equipment, and supplies.
(3)
Give assignments/instructions to subordinate members of the
police department, provide them with needed advice/assistance when
difficult/ unusual problems arise, and check their work to see that
proper procedures are followed, that reasonable standards of workmanship,
conduct, and output are maintained, and that desired police objectives
are achieved.
(4)
See that communication facilities are properly used.
(5)
Take the lead in establishing/maintaining helpful, cooperative
relations with civic, recreation, and business organizations, school/court
officers, recreation and other groups, police authorities in other
jurisdictions, and others interested in maintenance of law and order.
(6)

Compensation. The Deputy Chief of Police shall be paid a salary fixed
and adopted by the Governing Body in the annual salary ordinance.
A.
Position established. There is hereby created and established in
the Township of Winslow the position of Supervising Public Safety
Telecommunicator.
B.
Appointment. The Supervising Public Safety Telecommunicator shall
be appointed by the Appointing Authority, with the approval of the
Mayor and Township Committee.
C.
Duties. The duties of the Supervising Public Safety Telecommunicator
shall include, but not be limited to, the following:
(1)
Assign, direct, review, and evaluate the work of subordinate employees.
(2)
Plan work schedules to ensure an even flow and distribution of work,
expeditious handling of priority cases, and meeting of schedules and
deadlines.
(3)
Assign tasks to provide new employees with the experience and training
required to perform the work.
(4)
Conduct training classes for Public Safety Telecommunicators of lower
grades in work procedures and the use of equipment necessary to perform
their duties.
(5)
Supervise subordinates in the receipt and disposition of telephone
or other electronic requests for emergency assistance.
(6)
May assist in the determination of the nature of calls received by
subordinates and may transfer caller to appropriate PSDP on making
this determination.
(7)
Supervise employees in and operate automatic number identification
(ANI), automatic location information (ALI), telecommunications devices
for the deaf (TTY/TDD), or other electronic devices to obtain and
verify required data.
(8)
May be required to access foreign language interpreter service for
non-English speaking callers.
(9)
Maintain a reassuring and calming manner with callers to obtain required
information.
(10)
Persuade emergency callers to stay on the line.
(11)
In response to medical emergencies may assist subordinates in
the provision of first aid or CPR instructions to stabilize the medical
condition of persons until the arrival of professional medical assistance.
(12)
In nonmedical emergencies provide precautionary instructions
and advice to help ensure the personal safety of persons and/or to
minimize the loss of property pending the arrival of fire, police,
or other assistance.
(13)
Refer nonemergency situations to other appropriate public or
private agencies. May dispatch non-emergency personnel or equipment.
(14)
Relay information or instructions to field units via radio or
mobile data terminal.
(15)
Supervise staff in and/or utilize video display terminal or
computer oriented or radio equipment to receive, monitor, record,
summarize, and/or transmit data relating to the emergency.
(16)
Determine the appropriate type of agency(ies) to respond to
the specific emergency or call for assistance.
(17)
Utilize radio, telephone, and computerized or other electronic
equipment to dispatch specific law enforcement, fire, or medical assistance
units to the scene of an emergency based on preestablished response
plans.
(18)
Seek guidance from management when circumstances warrant significant
deviation from preestablished response plans.
(19)
Locate or contact individuals needed to staff the response.
(20)
Coordinate the dispatching of units involving two (2) or more
government jurisdictions.
(21)
Maintain and facilitate communication with responding units
by receiving and relaying information including confidential information
to authorized personnel.
(22)
Detect and take alternative/corrective action when communication
system or program errors occur and report malfunctions in accord with
established procedures.
(23)
Maintain a constant update on the status of emergency units
in the field and of on-call personnel.
(24)
May make entries, inquiries, cancellations, and modifications
of records in various systems and databases such as the National Crime
Information Center (NCIC) and State Crime Information Center (SCIC),
Stolen Vehicle File, Stolen License Plate File, Stolen-Missing Gun
File, Stolen Article File, Wanted Person File, Stolen or Embezzled
or Counterfeited or Missing Securities File, Stolen Boat File, hazardous
material databases, and hospital status files.
(25)
Answer questions about application of regulations or policies.
(26)
Receive and answer telephone, radio, and video display inquiries
of the NCIC and the SCIC for law enforcement agencies of the state.
(27)
Maintain and update NCIC, SCIC, and other records and files.
(28)
Supervise the maintenance of the official station record and/or
the daily log of all incoming and outgoing communications.
(29)
Activate emergency alert systems such as bells, sirens, beepers,
and tone-activated devices.
(30)
May inspect fire alarm and circuit indicator panels to ascertain
whether they are functioning properly.
(31)
Supervise the preparation of reports and statistical data.
(32)
Inspect and make minor adjustments or very minor repairs to
communications and related equipment.
(33)
Will be required to learn to utilize various types of electronic
and/or manual recording and computerized information systems used
by the agency, office, or related units.
D.
Compensation. The Supervising Public Safety Telecommunicator shall
be paid a salary fixed and adopted by the governing body in the annual
salary ordinance.
A.
Position established. There is hereby created and established in
the Township of Winslow the position of Keyboarding Clerk 4.
B.
Appointment. The Keyboarding Clerk 4 shall be appointed by the Appointing
Authority, with the approval of the Mayor and Township Committee.
C.
Duties. The duties of the Keyboarding Clerk 4 shall include, but
not be limited to, the following:
(1)
Design, organize, and develop records and schedules of production
programs and monitors the flow of work through the system.
(2)
Key enters or types, or operates equipment/ machines to create or
revise frequently complex documents such as multiple page reports,
multi-columnar tabulations, legal documents, correspondence, and forms
involving varied technical terminology, for example, medical or legal
terms.
(3)
Assist in the maintenance of electronic files and uses electronic
files to retrieve information to process special reports, for example,
personnel records, inventory control, budget control, and/or alphabetic/numeric
listings.
(4)
Proofread work and assume full responsibility for the accuracy and
completeness of documents produced.
(5)
Prepare and maintain a log with subject, content media coding, and
any other special data or instructions concerning the document.
(6)
Prepare and maintain records and files.
(7)
Key enters or types confidential material.
(8)
Key enters or types data from unedited and unencoded source documents
or from complex documents that have no established format, reporting
instructions, or source.
(9)
Where standardized forms and procedures have not been established,
develop and select appropriate recording and transcribing procedures
or adopt general instructions to meet operating needs, based on an
understanding of the nature and purpose of the data.
(10)
Interpret substantive data in the record or from source document
to determine specific document changes where there are too many variables
to be covered by specific instructions.
(11)
Types or key enters data from complex source documents that
require different word processing procedures or software.
(12)
Determine action needed to find and correct errors on discrepancies
in the data entered.
(13)
May take the lead over and provide guidance and procedural instructions
to other employees on complicated keyboarding assignments, and train
new employees in the work of the unit.
(14)
Key enters or types documents from handwritten draft into draft
or final form according to prescribed formats by transferring information
onto letters, reports, schedules, itineraries and the like.
(15)
Key enters or types addresses on envelops, or information on
forms, form letters, or other form-type documents.
(16)
Edit, proofread and perform spelling or grammar checks to ensure
typographical accuracy.
(17)
Key enters or types technical, scientific, financial, statistical,
and other statements, reports, certificates, correspondence, memoranda,
payrolls, vouchers, purchase orders, charts, forms, tabulations, bills,
warrants, contracts, specifications, case records, manuscripts, and
legal documents from copy, records, tapes, or other recording equipment.
(18)
Interpret and apply organizational rules, regulations, policies,
and procedures.
(19)
Provide assignment, instruction, and supervision to clerical
staff.
(20)
Utilize printers and printing software to produce final documents;
may make use of software packages such as standard word processing,
spreadsheet, electronic mail (e-mail), desktop publishing and integrated
software packages as required.
(21)
Supervise and operate and supervise the use of a magnetic tape,
card or other automatic typewriter.
(22)
Receive, screen, review and verify documents.
(23)
Review and check assigned reports, applications, and other documents
for corrections and completeness.
(24)
Open, time stamp, sort, number, and distribute mail.
(25)
Maintain prepared mailing lists.
(26)
Receive applications, documents, forms and fees; screen, sort
and assemble this information for further processing.
(27)
May wrap packages for shipment by mail or express.
(28)
Assemble materials for distribution.
(29)
Hand stamp letters, papers, and other documents.
(30)
Fill in and check form letters, circulars, and forms as directed.
(31)
Compile information and/or numerical data.
(32)
Provide general or confidential information in person or over
the telephone.
(33)
Assist in requisitioning, storing, and distributing office supplies.
(34)
Schedule administrative proceedings as required; may process
requests for scheduling changes.
(35)
Supervise and operate various types of office and mail processing
machines such as a keyboard equipment, typewriter, calculators, computer
printers, sorter, photo-copier, fax machine, stamping machine, labeling
machine, etc.; may perform simple maintenance tasks such as adding
toner, paper or changing print ribbons.
(36)
When assigned to a school district, supervises and performs
a variety of clerical, secretarial, and other administrative functions
associated with the operation of a school or instructional program.
(37)
Compute salaries and/or salary regulations and their application.
(38)
Design, organize, develop, record, and schedule necessary in-production
programs, and monitor the flow of work through the system.
(39)
Perform the more difficult and/or complex keyboarding or typing
work requiring the application of independent judgment.
(40)
Establish procedures, practices, and work methods to increase
work unit effectiveness and efficiency.
(41)
Investigate and resolve problems, complaints, and disputes in
accordance with established organizational rules, policies and procedures.
(42)
May be required to operate a radio console base station, receive
and transmit communications related to emergency call situations regarding
malfunctioning traffic signals, bridges, street lights, and other
related facilities; maintains accurate records of all incoming and
outgoing communications and performs related duties.
(43)
Supervise, plan and coordinate the activities of one (1) or
more clerical units.
(44)
Supervise work operations and/or functional programs, and has
responsibility for employee evaluations and for effectively recommending
the hiring, firing, promoting, demoting, and/or disciplining of employees.
(45)
Interview and train new employees.
(46)
Key enters or types reports and/or assists in the preparation
of reports by gathering data, tabulating results, and/or preparing
charts.
(47)
Supervise the establishment and maintenance of records and files.
(48)
Will be required to learn to utilize various types of electronic
and/or manual recording and information systems used by the agency,
office, or related units.
D.
Compensation. The Keyboarding Clerk 4 shall be paid a salary fixed
and adopted by the governing body in the annual salary ordinance.
