A. 
Permit required. No person shall use or cause to be used any temporary outdoor storage unit, or dumpster or similar refuse container, pursuant to this chapter without first having obtained a written permit from the Building Inspector. The applicant shall display any permit issued in accordance with this chapter in a conspicuous place on the subject property. A copy of the permit application for same shall be kept on file in the office of the Building Inspector and the office of the Township Clerk.
B. 
Fees.
(1) 
There shall be no fee for a permit issued in accordance with this chapter for the use and/or placement of a temporary outdoor storage unit or dumpster for a period of two (2) weeks or less.
(2) 
A fee of twenty-five dollars ($25.) shall be paid for the use and/or placement of a temporary outdoor storage unit or dumpster which has been placed, used and/or maintained on site for a period in excess of two (2) weeks. Notwithstanding the above, in accordance with § 204-4 and § 204-5 above, no temporary outdoor storage unit or dumpster shall be permitted to be placed, used and/or maintained on any property for longer than sixty (60) days.
Unless otherwise specifically designated elsewhere in this chapter, any person or persons, firm, corporation or business that shall violate any provisions of this chapter may be issued a summons from Code Enforcement, the Winslow Township Police Department or the Construction Official.
The Building Inspector shall have the right to enter on or upon any lands and premises during the daytime in the course of his duties.
A. 
The enforcing authority shall give written notice, by personal service or by United States mail, to the owner or occupant, as the case may be, of any premises where-upon there exists a condition or condition(s) in violation of this chapter, which notice shall direct and require such owner or occupant to remove or abate such violation within ten (10) days after issuance of such notice.
B. 
In case any person, firm or corporation shall neglect, fail or refuse to comply with such notice within the period of time stated therein, the township authorities may remove or abate the condition or conditions causing the violation and the township may collect such costs from such person, firm or corporation and shall be entitled to charge the costs of such removal and/or abatement, together with any additional penalty authorized by law, against the property as a lien against the property. The amounts so charged as a lien shall be added to and form a part of the taxes next to be assessed and levied upon such land and shall bear interest at the same rate as all other taxes and shall be collected and enforced by the same officer and in the same manner as other taxes.
A. 
If, in the discretion of the Building Inspector, the person or persons, firm, corporation or business violating the provisions of this chapter genuinely intends to abate or remedy the prohibited condition existing on the lands and premises, said Building Inspector may grant an extension of up to fourteen (14) days in which the prohibited condition may be abated or remedied. The extension of time shall be given to the person or persons, firm, corporation or business in writing, setting forth the date upon which the prohibited condition must be abated or remedied.
B. 
Any temporary outdoor storage unit or dumpster which is not removed at the end of the time for which it may lawfully remain in place may be removed by the township immediately and without notice. The cost of such removal, together with the cost of administration of its removal, may be assessed against the property on which the temporary structure was located and may be filed as a lien against such property.
The township's failure to enforce any provision of this chapter shall not constitute a waiver of its right to do so nor shall any such failure to act be construed to alter or eliminate any property owner's obligation to comply with the provisions hereof.
The provisions of this chapter shall not apply to the use or placement of temporary outdoor storage units or dumpsters upon property owned or utilized by any governmental unit, hospital, fire district or the Winslow Township Board of Education.
Any person or persons, firm, corporation or business that shall violate this chapter or any of its provisions shall, upon conviction in the Winslow Township Municipal Court or any such other court having jurisdiction, be liable to a fine not exceeding one thousand dollars ($1,000.) or imprisonment for a term not exceeding thirty (30) days, or both. Each day that a violation occurs shall be deemed a separate offense and subject to the penalty provisions of this chapter.
