A. 
Upon receipt of a registration form filed in accordance with this chapter, the Construction Official or his/her designee shall inspect the residential rental unit that is the subject of such registration form, including the property and/or premises upon which such unit is located, for the purposes of determining compliance with this chapter and all other applicable laws, rules and regulations governing the occupation, physical condition and maintenance of residential properties. The Construction Official or his/her designee shall provide the owner or agent with written notice of the scheduled inspection date and time.
B. 
If the residential rental unit and property passes such inspection, and the other requirements of this chapter have been satisfied by the owner thereof, the Construction Official or his/her designee shall notate on the registration form the date and time of inspection and result thereof and then file said form in the manner required in § 211-9, and/or said official shall issue the license required by Article III of this chapter, as the case may be.
C. 
Unsatisfactory/failed inspections.
(1) 
In the event that the inspection required by this article results in an unsatisfactory report, the Construction Official or his/her designee shall notify the owner thereof in writing of the unsatisfactory conditions, the repairs necessary to correct same and the time within which such repairs must be completed; provided, however, that if the property and/or residential rental unit is occupied when such unsatisfactory conditions are discovered, all such repairs/corrections shall be made within 30 days of the date of the inspection.
(2) 
No such residential rental unit shall be registered nor shall a license be issued therefor, as the case may be, until such time as the residential rental unit and/or the property upon which it is located passes a subsequent reinspection. The owner of the property, or his agent, shall not lease or rent such property and/or residential rental unit, nor shall any tenant occupy same, until the necessary repairs/corrections have been made so as to bring the property and/or residential rental unit into compliance with the applicable ordinances or codes as verified by a subsequent inspection.
D. 
In addition to the initial inspection required by § 211-13A, each residential rental unit shall be inspected at least once annually on a date and time scheduled by the Construction Inspection Department. No annual registration shall be filed nor shall any license be issued, as the case may be, until the residential rental unit passes an annual inspection in accordance with the procedures set forth in this section.

E. 
Notwithstanding any initial inspection, annual inspection or reinspection performed pursuant to the above, the Construction Official or his/her designee may reinspect any residential rental unit and/or the property upon which it is located during the year when he or she has reasonable grounds to believe that the residential rental unit or the property is no longer in compliance with the Property Maintenance Code or these regulations.
F. 
The owner of a residential rental unit and/or the property upon which it is located shall pay the inspection fees set forth in § 211-15 for every annual inspection and reinspection performed pursuant to this chapter. For purposes of this article, cancelled or missed inspections during the year are considered unsatisfactory inspections and shall be subject to the reinspection fees set forth in § 211-15.

The Construction Official or his/her designees are hereby authorized to make inspections to determine the condition of residential rental units and rooming/boarding houses, including the condition of the property upon which such housing is located, in order that they may promote the purposes of this chapter to safeguard the health, safety and welfare of the occupants of such units and of the general public. For the purposes of making such inspections, the inspecting officers are hereby authorized to enter, examine and survey the residential rental units, rooming/boarding houses and the property upon which same are located at all reasonable times. The owner or occupant of same shall give the inspecting officer free access to such residential rental units, rooming/boarding houses and the property upon which same are located for the purpose of conducting the inspection required by this chapter.
B. 
Every occupant shall give the owner of each residential rental unit, rooming/boarding house and the property upon which same are located access to any part of units and/or property at all reasonable times for the purpose of making such repairs or alterations as are necessary to effect compliance with the provision of this chapter or any lawful order issued pursuant hereto.
C. 
Complaints. Any person may file a complaint with the Township Committee relating to the condition of any property governed by this chapter. Within 10 days of a complaint being so filed, an appropriate Township inspecting official shall conduct an inspection as provided in this chapter to determine if a violation exists. A written report shall be filed by the inspecting official with the Township Committee and Construction Official and shall indicate therein if any violation notices have been issued.
A. 
The owner of every residential rental unit or rooming/boarding house subject to this chapter shall pay inspection fees for each inspection required in this article. The inspection fee required to be paid pursuant to this section shall be set annually by resolution of the governing body.
B. 
Inspection fees and licensing fees as set forth in Section 211-12 are intended to and shall be treated as separate fees and shall be applied cumulatively.
C. 
If the owner fails to pay any fee within thirty (30) days of the date it is due, the owner shall be considered in violation of this chapter.
D. 
The owner of every residential rental unit or rooming/boarding house subject to this chapter shall pay the following inspection fees:

(1) 
Initial inspection fee in the amount of one hundred seventeen dollars ($117).
(2) 
Re-inspection fee in the amount of forty dollars ($40).
(3) 
DCA surcharge for lead inspection (for buildings built prior to 1978) in the amount of twenty dollars ($20).
