All federal and state agencies engaged in licensing, permitting or regulating activities in the Township are to give prior notice to the governing body of the Township prior to licensing, permitting or regulating activities in this Township which impact the environment and public safety, including the Pennsylvania Department of Environmental Protection, Department of State Bureau of Licensing, United States Office of Alcohol, Tobacco and Firearms, Pennsylvania Department of Transportation and all other state and federal licensing and regulatory agencies.
Citizens, landowners, professional interests, business interests, utility companies, coal mining operators and natural gas companies residing or operating in the Township shall notify the governing body of the Township prior to or commensurate with any application or permission sought for activities licensed, permitted or regulated by the government agencies mentioned in § 282-1.
The governing body of the Township of Robinson, desiring to have compliance with this article as directed toward the parties and entities referenced in §§ 282-1 and 282-2 herein, hereby ordains that any failure to comply with the notice requirement in this article may result in a necessary delay in the Township's consideration of permits, licenses, or activities sought by the parties set forth in §§ 282-1 and 282-2 from the Township for the same activities so stated.
The notice requirement under this article includes notification to the governing body of the Township by the federal and state agencies set forth in § 282-1 prior to or commensurate with said federal or state agency issuing a violation notice, citation or warning, whether formal or informal, to any of the entities mentioned in § 282-2 of this article pursuant to the federal or state agencies' regulation and supervision of any activities in the Township under which federal or state law requires an enforcement of a condition which directly impacts upon the environment or public safety of the Township.
