As used in this chapter, unless another meaning is clearly apparent from the language or context, the following terms shall have the meanings indicated:
AUTOMOBILE TRAILER, TRAILER COACH, TRAILER OR MOBILE HOME
Any vehicle or structure so designed and constructed in such manner as will permit occupancy thereof as sleeping and living quarters for one (1) or more persons and so designed that it is or may be mounted on wheels and used as a conveyance on highways or city streets, propelled or drawn by its own or other motive power, excepting a device used exclusively upon stationary rails or tracks, also excepting any body detached from an automobile, truck, bus, trolley car, railway coach or car.
PERSON
Includes a person, partnership, firm, company, corporation, tenant, owner, lessee or licensee, their agents, heirs or assigns.
TRAILER CAMP
Any park, trailer park, trailer court, court, camp, site, lot, parcel or tract or land designated, maintained or intended for the purpose of supplying a location or accommodations for any trailer coach or trailer coaches and upon which any trailer coach or trailer coaches are parked, and includes all buildings used or intended for use as part of the equipment thereof whether a charge is made for the use of the trailer camp and its facilities or not. "Trailer camp" shall not include automobile or trailer sales lots on which unoccupied trailers are parked for purposes of inspection and sale, or a resident of Winslow Township who is hereinafter designated as being permitted to park one (1) trailer owned by said resident at his home site, provided that said home site is a permanently located and established building occupied by said resident and provided further that said trailer is not used or occupied by anyone for living purposes while so parked.
UNIT
A section of ground in a trailer camp of not less than three thousand eight hundred twenty-five (3,825) square feet of unoccupied space in an area designated as the location for not exceeding two (2) automobiles and one (1) trailer.
A. 
A Board of Investigators, consisting of the Chairman of the Board of Health, the Township Fire Marshal, the Chief of Police, the Building Inspector, the Chairman of the Planning Board, the Township Engineer and the Township Committee, is hereby created, with the Chairman of the Township Committee designated as the Chairman. The Chairman shall, with the approval of the members of said Board, appoint a Secretary for the Board from among the present employees of the township.
B. 
It is hereby made the duty of said Board to enforce all provisions of this chapter as prescribed herein or such provisions as may hereafter be enacted, and for the purpose of securing such enforcement any of the above members of the Board or their duly authorized representatives shall have the right and are hereby empowered to enter upon any premises on which any automobile trailers are located or are about to be located and inspect the same and all accommodations connected therewith at any reasonable time.
A. 
No person owning or having custody and control of any trailer shall locate, park, keep or maintain said trailer upon any lot or tract of land within the Township of Winslow except upon a trailer camp conducted and maintained and licensed in full and complete compliance with all the provisions of this chapter and except a, resident of Winslow Township who parks one (1) trailer owned by said resident at his home site, provided that said home site is a permanently located and established building occupied by said resident and provided further that said trailer is not used or occupied by anyone for living purposes while so parked.
B. 
In view of a rather significant migrant labor presence within the Township of Winslow, seasonal housing of agricultural employees in mobile homes shall be permitted, only as a direct accessory to an active agricultural operation, provided that:

(1) 
Such farm must be actively engaged in agricultural production on a minimum of ten (10) acres, and, must be situated within the PA Zoning District.
(2) 
Such housing may be occupied only during the months from April 1 through November 30.
(3) 
Between December 1 and May 31 of each year, all utilities must be disconnected from the housing; such housing must be removed to a designated storage area.
(4) 
Such housing must be certified for occupancy by OSHA, any relevant New Jersey governmental entities, and, all other agencies or bodies having jurisdiction over such housing and/or the farm workers residing therein.
(5) 
Applications for the establishment of such housing must be approved by the local construction official, comply with the relevant rules and regulations of the Pinelands Commission, and in all other respects, comply with any relevant health and safety standards.
No person owning, leasing or having control of the use of any lot or tract of land within the Township of Winslow shall permit any trailer to be located, parked, kept or maintained thereon unless said lot or tract is a trailer camp conducted, maintained and licensed in full and in complete compliance with all the provisions of this chapter, except in the case of a resident of Winslow Township who is permitted to park one (1) trailer at his home site, as more particularly set forth in § 266-3 hereinabove, who shall only be required to register by a duly completed application form filed with the Township Clerk, establishing the right as a resident so to park a trailer at his home site.
A. 
The minimum trailer size shall be one hundred (100) square feet of livable floor area per occupant above the age of two (2) years, provided that there are no more than two (2) occupants under the age of two (2) years. More than two (2) occupants under the age of two (2) years shall cause the requirement for one hundred (100) square feet of floor area per occupant to be enforced regardless of age.
B. 
Trailers shall be arranged in rows abutting or facing on a driveway or roadway of clear, unoccupied space of not less than twenty-five (25) feet in width; and said driveways or roadways shall connect to a public street. Parking shall be permitted in said driveways or roadways only on one (1) designated side, and there shall be kept clear for traffic at all times at least a width of sixteen (16) feet.
C. 
Said driveways or roadways shall be of six (6) inches of compact gravel base and a surface course of two (2) inches of bituminous concrete, type FABC. Materials used and methods of construction shall be in accordance with the current New Jersey State Highway Department Standard Specifications.
D. 
Every trailer camp shall be laid out, maintained and arranged so that there exists a clear, unoccupied strip of land one hundred (100) feet wide along any public highway or road and a clear, unoccupied strip of land ten (10) feet wide along any abutting property line.
E. 
The drainage of the entire site shall be approved by the Township Engineer and the Township Board of Health.
F. 
All sanitation shall be in accordance with the requirements of the Individual Sewage Disposal System Code of the State of New Jersey.[1] A percolation test shall be made by a person licensed so to do and shall be made where directed by the Township Engineer.

G. 
The trailer camp license shall be issued only if, in the opinion of the Township Engineer and the Board of Health, the land is adaptable to conform to the Individual Sewage Disposal System Code of the State of New Jersey.
Automobile trailer camps will be permitted only in an area zoned rural by the Winslow Township Zoning Ordinance and Zone Map.[1]

An adequate supply of pure water for drinking and domestic purposes shall be supplied to meet the requirements of each trailer. Such water shall be supplied by direct connection to each trailer.
No person shall permit or suffer any trailer camp conducted, maintained or managed by him, or situated or located upon premises owned by him, to be used for immoral purposes, nor permit or suffer the violation thereon or therein of any penal law of this state or ordinance of the Township of Winslow.
No person shall conduct or maintain any trailer camp within the Township of Winslow, nor shall any person park, locate, keep house or maintain any trailer in or upon any trailer camp premises within said township, unless said trailer camp is licensed as herein provided.
A. 
Application for license to conduct or operate a trailer camp shall be made to the Township Clerk and shall be accompanied by a written statement setting forth the following:
(1) 
Name and address of the owner of the premises.
(2) 
The person intending to manage and operate the trailer camp.
(3) 
A description of the premises to be used.
(4) 
The provisions made for an adequate water supply.
(5) 
The provisions made for the disposal of trash, garbage and other waste materials.
B. 
The application for license shall be accompanied by a map or plan of the land and premises to be used as a trailer camp, setting forth the proposed trailer sites and roadways, and a plan or diagram of the sewerage system and sewage treatment facilities and fresh water supply.
Upon receipt of said application in proper form, the Township Clerk shall refer the same to the Health Officer, Building Inspector, Township Engineer and Fire Marshal. Each such officer shall forthwith review the said application and view the proposed site and either approve or disapprove the application, setting forth in writing his reasons therefor. The application shall then be referred to the Township Committee of the Township of Winslow for final determination as to whether the application shall be granted or refused.
A. 
There shall be charged and collected for said license an annual fee of one hundred dollars ($100.) for a trailer camp having not more than fifty (50) spaces. Those camps having more than fifty (50) spaces shall be charged two dollars ($2.) per space in excess of fifty (50) spaces. Each license shall expire on December 31 at 12:00 midnight of each year, and said fee is hereby expressly declared to be imposed for revenue, and as to the base amount of one hundred dollars ($100.), this shall be payable in advance for each year.
B. 
Trailer camps are to be assessed for land and permanent improvements and structures for purposes of taxation.
C. 
There shall be charged and collected by the township a fee for service and inspection of three dollars ($3.) per week for a space occupied by a trailer for a week or part thereof.
D. 
Fees are to be collected by the operator of the camp and paid to the Township Tax Collector on a monthly basis.

A. 
In every trailer or tourist camp, there shall be an office building in which shall be located the office of the person in charge of said camp. A copy of the camp license and of this chapter shall be posted therein, and the camp register shall at all times be kept in said office.
B. 
It is hereby made the duty of the attendant or person in charge, together with the licensee, to keep at all times a register of all guests, which shall be open at all times to inspection by state and federal officers and the Board of Inspectors, showing for all guests:
(1) 
Names and addresses.
(2) 
Dates of entrance and departure.
(3) 
License numbers of all trailers and towing or other automobiles.
(4) 
States issuing such licenses.
(5) 
The place of last location and the length of stay.
C. 
The licensee shall be required each month to submit three (3) copies of the camp registry so far as it pertains to the preceding month and shall deliver one (1) copy to the Township Clerk, one (1) copy to the Chief of Police and one (1) copy to the Township Tax Collector, together with payment to the Tax Collector of any and all sums which may be due the township as herein provided. No such license shall be transferable without the permission of the Township Committee.
D. 
Failure to keep a camp registry or falsifying the same and failure to submit the monthly report shall be deemed a violation of this chapter.
The number of trailer parks permitted in the Township of Winslow shall be limited to three (3).
In case of failure or refusal to comply with any terms or provisions of this chapter, the Township Committee may, after notice and hearing, refuse or revoke any license applied for or granted hereunder.
Any person aggrieved by an order of the Board of Investigators granting, denying, renewing or revoking a license for a trailer camp or tourist camp under this chapter may file a written request for a hearing before the Board within ten (10) days after issuance of such order. The Board shall give notice of a public hearing upon this request, to be held in not less than five (5) days after service of the notice, to the person requesting the hearing. The Board may also give notice of the hearing to other persons directly interested in the order in question. At such hearing the Board shall determine whether the granting, denial, renewal or revocation of the license was in accordance with the provisions of this chapter and shall issue written findings of fact, conclusions of law and an order to carry out its findings and conclusions. These findings of fact, conclusions of law and order shall be filed with the Secretary of the Board and served by the Board upon all parties appearing or represented at said hearing.
Any person who shall violate any terms or provisions of this chapter shall, upon conviction thereof, be subject to imprisonment for a term not exceeding ninety (90) days or to a fine not exceeding two hundred dollars ($200.), or both. Each day that a violation of any of the terms or provisions of this chapter shall continue shall constitute a separate offense.
