No person shall build, make or replenish any fire upon any beach or in any public street, road or place in the Village of Quogue without a permit, or leave any such fire without extinguishing the same. A cooking device such as a grill does not require a permit.

Any permit for outdoor burning issued pursuant to this article shall be issued by and requested on forms provided by the Southampton Town Fire Marshal where such Town services are contracted for by the Village or by the Village of Quoge Fire Marshal. Such forms are available in the Quogue Village Office.

No person shall bury, leave or throw any bottles, papers, boxes, foodstuffs, garbage or other litter or waste whatsoever upon any beach or in any public street, road or place within the Village.

No person engaged in the business of collection of trash shall transfer any collected trash from one collection vehicle to another vehicle on any public or private road in the Village of Quogue.
Wherever the consent of an owner or occupant of lands within the Village of Quogue is required by any provision of this article, the burden of establishing such consent shall be upon the person alleging same in any proceeding for a violation of this article, or any part thereof, and shall be shown by the oral testimony of such owner or occupant or by the written and acknowledged consent of such owner or occupant to such person or persons charged with violating this article, or any part thereof.
