There is hereby created a Department of Administration in which there shall be a Division of Tax Assessments, a Division of Tax Collections, a Division of the Controller and a Division of Purchases. The Department of Administration, under the direction and supervision of the Business Administrator and the Mayor shall assist in the preparation of the budget, administer a centralized purchasing system and be responsible for the development and administration of a sound personnel system.
a. 
Appointment; Term; Compensation. The head of the Department of Administration shall be the Business Administrator. He/she shall be appointed by the Mayor, with the advice and consent of the Council, for the term of the Mayor appointing him/her and until the appointment and qualification of a successor. He/she shall receive such compensation as shall be fixed by a general salary ordinance.
b. 
Qualifications. He/she shall be qualified by training and experience in municipal budgeting, accounting and finance.
c. 
Powers and Duties. The Director of Administration shall:
1. 
Supervise the work of the Department and its divisions;
2. 
Be responsible for the accounting, pre-auditing, control, receipt, custody and disbursement of the Township revenues and expenditures and for all fiscal matters and financial policies of the Township;
3. 
Serve when necessary and without additional compensation as Acting Township Assessor, Acting Township Tax Collector, Acting Township Treasurer, Acting Township Controller, and Acting Township Purchasing Agent;
4. 
Be the appointing authority for all division heads within the Department, all technical personnel necessary in order to carry out the functions of the Department and he shall also be responsible for the operation of the following sub-divisions and functions in his office:
(a) 
Personnel;
(b) 
Insurance;
(c) 
Information and Services;
(d) 
Barclay Farmstead;
(e) 
Clerical and Secretarial staff which may be necessary for the proper function of the Department of Administration and all other departments; and
(f) 
Reserved.
(g) 
Reserved.
(h) 
Administrative staff which shall be responsible for the Public Information function, the information gathering function necessary and proper to enable the Mayor to make intelligent decisions or recommendations, and the information gathering functions necessary for the Council and the various Advisory Boards set up in Articles XIX and XX of this chapter to make intelligent decisions or recommendations.

The head of the Division of Tax Assessments in the Department of Administration shall be the Township Tax Assessor, who shall be appointed by the Business Administrator for the term of four (4) years as prescribed by N.J.S.A. 40A:9-148 as amended and supplemented from time to time.

The Tax Assessor shall have, perform and discharge all the functions, powers and duties prescribed for assessors by general law and Township ordinance.

The head of the Division of Tax Collections in the Department of Administration shall be the Tax Collector who shall be appointed by the Business Administrator for the term of four (4) years as prescribed by N.J.S.A. 40A:9-141 and 142, as amended and supplemented.

a. 
The Tax Collector shall have, perform, and discharge all the functions, powers and duties described for tax collectors by general law and Township ordinance.
b. 
The Tax Collector shall receive and collect all monies assessed or raised by taxes or assessment for any purpose or by other Township ordinance at the direction of the Business Administrator.
c. 
The Tax Collector shall keep proper records and shall report to the Director of Administration at least once a month all receipts and deposits made by him and shall in the report account for all monies for which he is responsible.

The Township Tax Collector shall receive such compensation as shall be fixed by a general salary ordinance.

The head of the Division of the Treasury shall be the Township Treasurer who shall be appointed by the Business Administrator for an indefinite term subject to suspension or removal by the Business Administrator.

The Treasurer shall have, perform and exercise all the functions, powers and duties prescribed by general law and Township ordinance. The Treasurer shall have the custody of all public monies of the Township.

The Township Treasurer shall receive such compensation as shall be fixed by a general salary ordinance.
All monies received from any source by or on behalf of the Township or any department, division, board, office or agency, except as otherwise provided by ordinance, shall be paid to the Treasurer, who shall by the next ensuing bank day after their receipt deposit them to the credit of the Township in the authorized depository of the Township to the credit of the proper account.

All monies received from any source by or on behalf of the Cherry Hill Public Library or any department, division, board, office or agency, except as otherwise provided by law, shall be paid to the Township Treasurer for the benefit of the Cherry Hill Public Library, who shall, by the next ensuing bank day after their receipt, deposit them to the credit of the Cherry Hill Public Library in the authorized depository of the Cherry Hill Public Library to the credit of the proper account.

Township Council shall approve or disapprove all claims. Claims shall be referred to Council only upon vouchers meeting the currently operative requirements of N.J.S.A. 40A:5-16 and bearing the signature of the Controller, or his/her designee, certifying the claim to be within a budgetary appropriation, and bearing the signature of the Chief Financial Officer recommending the same, and containing such other information or pre-approval authorizations as may reasonably be required by the Chief Financial Officer.

Upon approval of a claim by the Township Council, the Township Clerk or Deputy shall certify the approval by signing the approved resolution. Disbursement and payment of approved claims shall be by check drawn on the Treasurer, signed by the Mayor or Acting Mayor and countersigned by the Treasurer or Assistant Treasurer with the exception of the Workman's Compensation Insurance Fund which may be by wire transfer authorized by the Treasurer or Assistant Treasurer.

The Library Board of Trustees shall approve or disapprove all claims drawn on the Cherry Hill Library Trust account.

The Library Board President shall certify the approval by signing approved resolution. Disbursement and payment of claims shall be made by check drawn by the Township Treasurer or Assistant Treasurer against the Cherry Hill Library Trust account, signed by the Library Board Treasurer or designee and countersigned by the Township Treasurer or Assistant Treasurer.

The head of the Division of Purchases in the Department of Administration shall be the Township Purchasing Agent who shall be appointed by the Business Administrator for an indefinite term. All purchases of supplies, materials, equipment and contractual services (except professional services, contractual services unique in nature and not subject to competition, contracts awarded by resolution or motion of Council, utility and phone bills, debt service payments, petty cash, payroll processing, medical insurance, workers compensation claims, vehicle lease payments, other tax requirements, escrow payments, and the Municipal Services Act) shall be made through and by the Township Purchasing Agent, who, where possible, shall combine the requests and purchase the same in bulk quantities. The Township Purchasing Agent shall have, perform and discharge all the function, powers and duties prescribed for purchasing agents by general law and municipal ordinance.

Whenever the Township Purchasing Agent is appointed, as a Qualified Purchasing Agent in accordance with N.J.A.C. 5:34-5 et seq., the Township may utilize the higher bid threshold authorized by N.J.S.A. 40A:11-3(a), as such threshold may be adjusted from time to time pursuant to N.J.S.A. 40A:11-3(e), but may, at the Township's discretion, go to bid at a lower amount to encourage greater competition among bidders.

The Controller shall keep and maintain books and records of all financial transactions of the Township in accordance with the standards and requirements of the Division of Local Finance in the Department of Community Affairs of the State of New Jersey.
b. 
He or she shall make monthly reports to the Business Administrator of all receipts, expenditures, commitments and unexpended appropriations; and
c. 
He or she shall control all expenditures to assure that budgetary appropriations are not exceeded.

The head of the Division of Licensing, Statistics and Animal Control in the Department of Administration shall be the Township Licensing Agent who shall be appointed by the Mayor.

The Division of Licensing, Vital Statistics and Animal Control shall receive applications for dog and cat licenses, retail food handling licenses, including mobile and temporary functions, swimming pool licenses, food vending machine licenses, marriage licenses, death certificates and such other licenses and/or permits issued by the Township not issued by the other departments in the governmental structure of the Township. Where applicable, the applications will be assigned to the proper agency for investigation and report; and upon approval, where necessary, of any application by the authorized department or agency, the Division shall issue the license to the applicant.

Pursuant to N.J.S.A. 26:8-11, et seq. and amendments thereto, the Registrar of Vital Statistics shall be appointed by the Township Council. The Registrar shall administer vital statistics services including registering birth, death, and marriage in accordance with statutory provisions. The appointment of the Township Registrar shall be immediately certified to the Registrar of the State Health Department but shall not become effective until the State Registrar approves the appointment in writing. The Township Registrar, immediately upon his/her acceptance as such, shall appoint a Deputy and may appoint sub-registrar(s). The Registrar of Vital Statistics and the Deputy Registrar shall serve for a term of three (3) years or the balance of the unexpired term of replacement from July 1 of the year of appointment and until a successor is appointed and qualified; and shall be paid such compensation as shall be fixed by a general salary ordinance.

The Chief Financial Officer shall be recommended by the Mayor with the approval of the Township Council and shall serve for a term contiguous with the Mayor.

The duties of the Chief Financial Officer shall be those as prescribed by New Jersey Statutes and the New Jersey Administrative Code, and is appointed by the Mayor. The Chief Financial Officer shall be recommended by the Mayor with the approval of the Township Council and shall serve for a term contiguous with the Mayor.
