There is hereby created a Department of Community Development.
Within the Department of Community Development there shall be a Division
of Planning, Zoning and Subdivision Control and a Division of Rent
Review Administration.

The head of the Department of Community Development shall be
the Director of Community Development who shall be appointed by the
Mayor with the advice and consent of the Council, for the term of
the Mayor appointing him and until the appointment and qualification
of a successor, and shall receive such compensation as shall be fixed
from time to time by a general salary ordinance. The Director shall
be the appointing authority for all technical personnel necessary
to carry out the functions of the Department.

The Department of Community Development shall have responsibility
for:
a.
Preparing, coordinating and implementing, as appropriate, all Township
plans and variances related to community development, housing, capital
programs, and such other areas as may be directed by the Mayor;
b.
Applying for and administering all grants from State, Federal, or
other sources related to the above;
c.
Providing staff assistance to the Planning Board, Zoning Board of
Adjustment, Rent Review Board, and such other boards as may be assigned
by the Mayor;
d.
Administration and enforcement of the Zoning Ordinance through the
subdivision of the Zoning Officer;
e.
Administration and enforcement of planning approvals and subdivision
approvals, utilizing data compiled by the Department of Engineering,
and the Department of Construction Code Enforcement and inspections;
f.
Administer and enforce the Township Property Maintenance Code, Ordinance 74-4, as amended (See Chapter 15); and
g.
Such other duties as may be directed by the Mayor.
