If any section or part of this chapter shall be declared invalid
by the judgment of any Court of competent jurisdiction, such section
or part shall be deemed to be severable from the remainder of the
chapter.

All ordinances or parts of ordinances inconsistent with this
chapter be and the same are hereby repealed to the extent of such
inconsistencies only.

This chapter shall take effect twenty (20) days upon the passage
and publication in accordance with the law.
