The general power to adopt health ordinances is contained
in R.S. 26:3-31. The penalties that may be provided for a violation
of health provisions are contained in R.S. 26:3-70, 71. The statutory
power to adopt health codes by reference is contained in R.S. 26:3-69.1,
et seq. In addition to the health regulations contained in this chapter,
the State Sanitary Code promulgated by the State Public Health Council
is by reason of R.S. 26:1A-9 enforceable in every municipality in
this state.
The provisions of Chapter I of the Revised General Ordinances
of the Borough of Little Silver in the County of Monmouth (1973) concerning
short title, definitions, construction and severability shall apply
to all chapters adopted by the board of health.
Any person violating any of the provisions of any chapter adopted
by the board of health shall, upon conviction thereof, pay a penalty
of not less than five ($5.00) dollars, nor more than five hundred
($500.00) dollars for each offense. Complaint shall be made in the
municipal court of the borough or before another judicial officer
having authority under the laws of the State of New Jersey. The court
shall have the power to impose the other and additional penalties
provided by R.S. 26:3-77 and R.S. 26:3-78.
Except as otherwise provided, each and every day in which a
violation of any of the provisions of any chapter adopted by the board
of health exists shall constitute a separate violation.
All fees and penalties collected under any provision of any
chapter adopted by the board of health shall be paid to the treasurer
of the borough.

a.
The following fees shall be charged by the borough registrar:
1.
For each certified copy of a birth or marriage certificate, four
($4.00) dollars;
2.
For each birth correction, six ($6.00) dollars;
3.
For adding the father's name as a result of a paternity suit,
six ($6.00) dollars;
4.
For correcting incorrect information given on any record by the informant
or on a marriage certificate by the bride and groom, six ($6.00) dollars.
5.
For each marriage license issued twenty-eight ($28.00) dollars, twenty-five
($25.00) dollars which shall be remitted to the state on a quarterly
basis and three ($3.00) dollars which shall be retained by the borough.
