Although the administration of the General Public Assistance and Work First New Jersey Programs is to be assumed by the County of Bergen, pursuant to P.L. 1997, c. 37, the borough intends to continue to provide programs for needy residents that are not administered by the County.

a. 
The Local Assistance Board of the Borough of Bogota is reestablished as previously constituted to be composed of five (5) persons appointed by the mayor, with the consent of the council. The board shall now be known as the board of social services.
b. 
Board members shall serve for a term of two (2) years, expiring on alternate years. The term of each board member shall begin on January 1 of the year of appointment, and the member shall continue in office until a successor is appointed and shall qualify. Vacancies shall be filled for unexpired terms only.
c. 
The board shall organize and select a chairman and a secretary, and shall appoint a director of social services who shall be the first executive and administrative officer of the board. The director shall hold office for a term of five (5) years from the date of his or her appointment, and shall be paid such salary as may be fixed by the mayor and council.
d. 
In case of vacancy in the office of director of social services, a temporary or acting director may be appointed to serve for not more than ninety (90) days.
e. 
The board shall recommend to the mayor and council programs for the assistance of needy residents to supplement the programs that the borough is required to provide, pursuant to State law.

The director of social services shall supervise and implement all programs for needy Bogota residents that by State law are to continue to be implemented on a municipal level, as well as any other programs that are established by the board and/or the mayor and council.
