The City of Cuba has heretofore adopted by ordinance the BOCA Basic/National Building Codes by means of Ord. No. 556 (Building Code), Ord. No. 557 (Plumbing Code), Ord. No. 558 (Mechanical Code), Ord. No. 559 (Existing Structures Code), and Ord. No. 560 (Fire Prevention Code). Although of each of these ordinances provides penalties for violation of such codes, the enforcement thereof by the Public Works Department is generally possible only when complaints are filed by citizens bringing violations to the attention of the Public Works Department. As a result, many violations are never discovered all to the detriment of the health, safety, and general welfare of the citizens and of the property of the citizens in the community.

As an additional means of requiring compliance with such codes, the director of the Board of Public Works hereafter shall not authorize the providing of electricity or water to any new or existing structure for which a request has been made for connection or reconnection of electricity or water until such new or existing structure is brought into compliance with the aforesaid codes.

The director of the Public Works Department shall designate personnel under his/her supervision to perform inspections of new and existing structures for which a request has been made for the City to provide electricity and water which inspector shall certify compliance with the aforesaid codes before electrical and water connection will be made.
