There shall be a Department of Health and Human Services, the head of which shall be the Director. The Health Officer shall report to the Director. The Health Officer may be appointed as Director. The Department shall consist of the following Divisions:
a. 
Division of Health Administration.
b. 
Division of Animal Control.
c. 
Division of Environmental Health.
d. 
Division of Multi-Services on Aging.
e. 
Division of Municipal Alliance.
f. 
Division of Public Health Nursing.
g. 
Division of Senior Programs and Services.
As more practically hereinafter set forth in the Article.

a. 
Within the Department there shall be a Division of Health Administration, the head of which shall be the Health Officer.
b. 
The Division of Health Administration, under the supervision of the Director of the Department shall:
1. 
Have all the functions, powers, and duties of a local Board of Health under Title 26 of the New Jersey Statutes and Chapter 52 of the New Jersey Administrative Code, except that the Municipal Council shall have and exercise all local legislative powers under the statutes.
2. 
Plan and administer a comprehensive health program, including, without limitation thereto, environmental sanitation, animal control, communicable disease control, child and adult health, and health education, and any other services that may be necessary to the protection of the public health or as required by the Charter or ordinance.
3. 
Administer the licensing of all health related licenses as authorized by Township ordinance.
4. 
Administer and direct the Health Education programs of the Township.
5. 
Administer and enforce local health ordinances pertaining to the licensing of dogs and cats.
6. 
Conduct regular health assessments of the community.

a. 
Within the Department there shall be a Division of Animal Control, the head of which shall be the Health Officer.
b. 
The Division of Animal Control, under the supervision of the Director of the Department shall:
1. 
Implement a comprehensive animal control program.
2. 
Enforce the local and State regulations as they relate to animal control and care.
3. 
Operate and manage the Woodbridge Animal Shelter pursuant to State and local regulations.

a. 
Within the Department there shall be a Division of Environmental Health, the head of which shall be the Health Officer.
b. 
The Division of Environmental Health, under the supervision of the Director of the Department shall:
1. 
Implement a comprehensive environmental sanitation program.
2. 
Conduct inspections of public facilities as required by State regulation and Township ordinances.
3. 
Enforce local health and environmental regulations pursuant to State regulation and Township ordinances.

a. 
Within the Department there shall be a Division of Municipal Alliance, the head of which shall be the Municipal Alliance Coordinator.
b. 
The Division of Municipal Alliance, under the direction of the Director of the Department shall provide a comprehensive substance abuse prevention, education and public awareness program throughout the community which shall be conducted in accordance with § 2-44 and the Alliance Committee on Substance Abuse.

a. 
Within the Department of Health shall be the Division of Public Health Nursing, the head of which shall be the Nursing Coordinator.
b. 
The Division of Nursing, under the direction of the Health Officer of the Department shall:
1. 
Provide nursing services as required under the Public Health Practice standards.
2. 
Investigate communicable diseases and make appropriate reports to the State Department of Health as required.
3. 
Provide public health clinics as required or determined to be necessary to protect the public health.
