The Township of Woodbridge is hereby authorized to enter into
a contract with the City of Perth Amboy for reciprocal secondary P.S.A.P.
services. These services shall be furnished and rendered pursuant
to a contract, a copy of which is annexed hereto.

This section shall take effect immediately after final passage
and publication in the manner provided by law as well as the adoption
of a substantially similar ordinance by the governing body of the
City of Perth Amboy and, if the municipality has already adopted such
an ordinance, upon passage and publication as provided by law.

a contract with the Borough of Carteret for reciprocal back-up P.S.A.P.
services. These services shall be furnished and rendered pursuant

The Township of Woodbridge is a Municipal Corporation within
the County of Middlesex in the State of New Jersey. The Joint Board
of Fire Commissioners are independent Woodbridge Township Fire Districts
acting together pursuant to an Independent Interlocal Services Agreement.
The Interlocal Services Act permits a local unit to enter into a contract
with another local unit for the provision of a service which any party
to the agreement is empowered to render (N.J.S.A. 40:8A-1, et seq.).

The Township of Woodbridge is hereby authorized to enter into
a contract with the Joint Board of Fire Commissioners for the furnishing
of hazardous material response services. The services shall be furnished
and rendered pursuant to a contract, copy of which is annexed hereto.

of a substantially similar ordinance by the governing body of the
Joint Board of Fire Commissioners and upon passage and publication
as provided by law.

N.J.S.A. 40A:14-156 et seq., (hereinafter the "Statute") allows
municipalities to provide emergency inter-municipal police assistance
to other municipalities which adopt similar reciprocal ordinances;
the Municipal Council of the Township of Woodbridge deems it to be
in the best interests of the residents of the Township to enact an
ordinance pursuant to the Statute in order to provide for the health,
safety and welfare of the residents of the Township.

The Township hereby agrees to cooperate with all other municipalities
which adopt a similar reciprocal ordinance providing for inter-municipal
police assistance in times of emergency.
This inter-municipal assistance will be provided if and when
the Township of Woodbridge has an emergency within its boundaries
requiring additional police assistance to protect life and property,
or to assist in suppressing a riot or disorder; and whenever another
municipality, which has enacted a similar reciprocal ordinance, may
experience a similar emergency requiring additional police assistance.
Radio communications between members of this Department and the various
other departments involved the mutual aid request shall operate on
the designated radio frequency (or frequencies), that is available
to all agencies and their members, as directed by the officer in charge,
including but not limited to, the State Police Emergency Network (SPEN)
Radio System and/or the use of telephones.
The Chief of Police of the Township of Woodbridge or the highest
ranking officer on duty at the time, is hereby authorized to request
assistance from the Chief or the highest ranking officer on duty of
the Police Departments of other municipalities for inter-municipal
police assistants during and/or after an emergency situation.
The Chief of Police of the Township of Woodbridge or the highest
ranking officer on duty at the time, shall provide assistance to another
municipality or municipalities making a valid request to supply such
personnel and equipment, to the extent possible without endangering
person or property within the Township of Woodbridge.
Members of the Woodbridge Police Department supplying emergency
assistance to another municipality shall have the same powers and
authority, as have the members of the Police Department of the municipality
in which the assistance is being rendered. Additionally, the members
shall also have, while so acting, the rights and immunities as they
may otherwise enjoy in the performance of their normal duties within
the Township of Woodbridge.
The Township of Woodbridge shall, upon providing assistance
to another municipality which has enacted a similar inter-municipal
assistant ordinance, assume the cost and expense of providing the
personnel and equipment to the requesting municipality; excepting
such instances when the requesting municipality receives State or
Federal aid as reimbursement therefore. In this event, the costs incurred
by the Township shall be submitted to the municipality which requested
assistance, for reimbursement.
At such times that an emergency may occur and inter-municipal
police aid is requested, the Chief of Police of the municipality wherein
the emergency situation exists, shall be the senior ranking officer
of all members of any Police Department rendering assistance within
the boundaries of the municipality.
In the event any member of a police force summoned pursuant
to an agreement to render assistance, suffers injury or death in the
performance of his or her duties, his/her designee or legal representative
shall be entitled to such salary, pension rights, workman's compensation
or other benefits as would have accrued, if such injury or death had
occurred in the performance of his or her normal duties.
A copy of this section shall be transmitted to the Municipal
Clerk of each municipality within Union and Middlesex Counties, no
later than five (5) business days followings its adoption. The Clerk
of the Township of Woodbridge shall maintain a record of all such
similar ordinances adopted by other municipalities.

N.J.S.A. 40A:11-11(5) authorizes contracting units to enter
into Cooperative Pricing Agreements; and the Township of Piscataway,
hereinafter referred to as the "Lead Agency," has offered voluntary
participation in a Cooperative Pricing System for the purchase of
work materials and supplies. The Township of Woodbridge desires to
participate in the Leaf Bag Cooperative Pricing Agreement.

This section shall be known and may be cited as the Cooperative
Pricing Ordinance of the Township of Woodbridge.

Pursuant to the provisions of N.J.S.A. 40A:11-1(5), the Mayor
is hereby authorized to enter into a Cooperative Pricing Agreement
with the Lead Agency.
The Lead Agency entering into contracts on behalf of the Township
of Woodbridge shall be responsible for complying with the provisions
of the Local Public Contracts Law (N.J.S.A. 40A:11-1 et seq.) and
all other provisions of the Revised Statutes of the State of New Jersey.

The Township of Woodbridge currently administers a program whereby
it has located throughout the municipality containers to receive deposits
of mixed paper as part of its recycling program; and as part of the
administration of this program, the Township currently transports
the deposited materials to either the Marcal Paper Company Mill in
Elmwood Park, N.J. or Advanced Recycling Technology Systems Inc. in
Linden, N.J.
The County has offered to partially reimburse the Township for
these transportation costs in return for the Township allowing the
depositing of County collected mixed office paper into Township containers.

The agreement attached to this section is hereby approved by
the Municipal Council and the Mayor as well as the Municipal Clerk
and any other designated officials of the Township of Woodbridge who
are authorized to execute the agreement. The agreement shall run for
a twelve (12) month period commencing October 1, 1993 with either
party having the option to terminate the agreement upon thirty (30)
days written notice. The maximum annual dollar outlay for the County
will be three thousand six hundred ($3,600.00) dollars while the Township
will not be incurring any cost beyond that which is already incurred
in the administration of this program.

The Township of Woodbridge is desirous of providing nursing
services to its residents through the Health Department. The County
of Middlesex is desirous of entering into an agreement with the Township
of Woodbridge to provide nursing services.

a. Pursuant to the authority provided by the Municipal Interlocal Services
Act, N.J.S.A. 40:8A-1 et seq., the Township of Woodbridge deems it
to be in the public interest to enter into an Interlocal Services
Agreement with the County of Middlesex for the provision of nursing
services.
b. The Mayor and the Township Clerk of the Township of Woodbridge are
authorized and directed to execute and attest, respectively, on behalf
of the Township that certain Interlocal Services Agreement providing
for nursing services for Township residents. The aforesaid agreement
shall be in form substantially similar to that appended hereto.
c. The aforesaid agreement authorized hereunder shall be for the period
commencing January 1, 1996 and terminating December 31, 1996.
d. Pursuant to the terms of the aforesaid agreement between the Township
of Woodbridge and the County of Middlesex, the County agrees to provide
three (3) full-time nurses and one (1) supervising nurse to perform
public health nursing services for the Township including but not
limited to child healthcare, immunizations, STD clinics, pap clinics,
Hepatitis B inoculations, etc.
e. Pursuant to the terms of the aforesaid agreement between the Township
of Woodbridge and the County of Middlesex, the County will provide
the services at a cost to the Township of one hundred fifteen thousand
eight hundred ($115,800.00) dollars.

Transportation Busing Services with the County of Middlesex. The Interlocal
