[1972 Code § 2-33.1]
Certain Federal funds are potentially available to Middlesex County under Title I of the Housing and Community Development Act of 1974, commonly known as Community Development Revenue Sharing. It is necessary to establish a legal basis for the County and its people to benefit from this program, and an agreement has been proposed under which the Township of Piscataway and the County of Middlesex, in cooperation with other municipalities, will establish an Interlocal Services Program pursuant to N.J.S.A. 40:8A-1, it being in the best interest of the Township of Piscataway to enter into such an agreement.

The agreement entitled: "Agreement Between the County of Middlesex, New Jersey and Certain Municipalities Located Therein (as more fully set forth on pages 12 to 14 of this agreement) for the Establishment of a Cooperative Means of Conducting Certain Community Development Activities," a copy of which is attached hereto, shall be executed by the Mayor and Township Clerk in accordance with the provisions of law.

a. 
Certain Federal funds are potentially available to Middlesex County under Title 1 of the Housing and Community Development Act of 1974, as amended, commonly known as Community Development Block Grant.
b. 
In order for Middlesex County and the Township of Piscataway to benefit from this program, it is necessary that the Township of Piscataway and the County of Middlesex execute an Interlocal Services Agreement.
c. 
An agreement has been proposed under which the Township of Piscataway and the County of Middlesex, in cooperation with other municipalities, will enter into an Interlocal Services Agreement, pursuant to N.J.S.A. 40:8A-1.
d. 
It is in the best interest of the Township of Piscataway to enter into such an agreement.
e. 
Be it ordained by the Township Council of the Township of Piscataway that an agreement entitled "Interlocal Services Agreement," a copy of which is attached hereto, be executed by the Mayor and Municipal Clerk, pursuant to applicable law. (The Agreement referred to herein may be found on file in the office of the Township Clerk.)
f. 
An agreement entitled "Supplemental Contract to Modify Interlocal Services Agreement, dated May 30, 1975, for the Purpose of Inserting a Description of Activities for the Tenth Year Urban County Community Development Block Grant Program," a copy of which is attached hereto by reference be executed by the Mayor and Municipal Clerk, in accordance with the provisions of law.
g. 
The agreement known as the "Cooperative Community Development Activities Agreement for the purpose of inserting a Description of Activities for the Thirteenth, Fourteenth and Fifteenth Program Years of the Urban County Community Development Block Grant Program," a copy of which is appended hereto, be executed by the Mayor and Municipal Clerk in accordance with the provision of law.
h. 
The Agreement known as the 1991 Cooperation Agreement, provided to the Township of Piscataway by the Middlesex County Public Housing Agency, Housing and Community Development, a copy of which form is appended hereto, be executed by appropriate municipal officials pursuant to law.

a. 
Pursuant to the authority of the Municipal Interlocal Services Act, N.J.S.A. 40:8A-1 et seq., the Township of Piscataway hereby determines that it is in the public interest to enter into an agreement with the County of Middlesex, the Middlesex County Improvement Authority and various other municipalities for the purpose of providing a yard waste recycling program providing for the collection, processing and/or composting of leaves, brush and grass clippings and the operation of a leaf composting facility.
b. 
Appropriate Township officials are hereby authorized and directed to enter into on behalf of the Township of Piscataway an Interlocal Agreement for the operation of said yard waste program which agreement shall be substantially similar to that attached hereto, a copy of which shall be on file in the Township Clerk's office. Said Agreement shall be in a form as approved by the Township Attorney.

a. 
Pursuant to the authority provided by the Municipal Interlocal Services Act, N.J.S.A. 40:8A-1 et seq., the Township of Piscataway deems it to be in the public interest to enter into an Interlocal Services Agreement with the Townships of East Brunswick, Edison, and Franklin, and the Borough of Highland Park, and the City of New Brunswick, for the purpose of designating the Rutgers University Recycling Program, a program of Rutgers, the State University, as the agent of the said municipalities for the purpose of applying for program grants and education grants to the Office of Recycling, within the New Jersey Department of Environmental Protection.
b. 
The Mayor and appropriate municipal officials are directed and authorized to execute and attest on behalf of the Township of Piscataway an Interlocal Services Agreement for this purpose, which agreement shall be in a form approved by the Township Attorney.

a. 
This subsection shall be known and may be cited as the "Joint Recycling Program Ordinance" of the Township of Piscataway.
b. 
Pursuant to the provisions of the County Improvement Authorities Law, the Township of Piscataway is authorized to enter into an agreement with the Authority for the provision of recycling collection and marketing services.
c. 
The Mayor or Business Administrator of the Township of Piscataway is authorized to execute an agreement with the Authority for the provision of recycling collection and marketing services in substantially the form attached hereto with such changes as are approved by counsel to the Township of Piscataway.

a. 
Pursuant to the authority provided by the Municipal Interlocal Services Act, N.J.S.A. 40:8A-1 et seq., the Township of Piscataway deems it to be in the public interest to enter into Interlocal Services Agreement with the County of Middlesex, Middlesex County College and other municipalities within and without Middlesex County, for the purpose of providing certain centralized computer services as well as other services for public libraries.
b. 
The Mayor and Municipal Clerk of the Township of Piscataway are authorized and directed to execute and attest, respectively, on behalf of the Township of Piscataway, Interlocal Services Agreement for operating a centralized computer service system and related services for the libraries of Middlesex County, Middlesex County College and other municipalities, including the Piscataway Township Library, in form substantially similar to agreements with the County of Middlesex and the libraries of Middlesex Automation Consortium appended hereto.

a. 
Pursuant to authority provided by the Municipal Interlocal Services Act, N.J.S.A. 40:8A-1 et seq., the Township of Piscataway deems it to be in the public interest to enter into an Interlocal Services Agreement with the Township of Edison and other municipalities within Middlesex County for the purpose of engaging in an Animal Control Program within the Township.
b. 
The Mayor and Municipal Clerk of the Township of Piscataway are authorized and directed to execute and attest, respectively, on behalf of the Township of Piscataway, an Interlocal Services Agreement for operating the Piscataway Animal Control Program with the Township of Edison, in form substantially similar to that appended hereto. (The Agreement referred to herein may be found on file in the office of the Township Clerk.)
