There shall be within the City government a Department of Community Services, the head of which shall be the Director of Community Services. The Director shall be appointed by the Common Council and subject to removal by a majority vote. The Director shall be assisted by the Assistant Director, and/or the Division Heads.

Within the Department of Community Services shall be the Division of Public Works, the Division of Engineering, the Division of Code Administration, the Sewer Utility, and such other divisions as may be approved from time to time by the Common Council.

a. 
The function of the Division of Public Works shall be to furnish services within the City including but not necessarily limited to construction and/or maintenance of streets, drainage, sanitary sewers, parks and shade trees, public buildings and grounds, public equipment, collection and disposal of waste and such other services as may be approved by the Common Council. The head of the Division of Public Works shall be the Superintendent of Public Works.
b. 
The Division of Public Works shall be organized into five units: Roads; Maintenance; Garage; Recreation, Parks, and Shade Trees ("RPST"); and Sanitation with workers assigned to units as needed to accomplish Division goals and objectives.

The function of the Division of Engineering shall be to provide for the design, construction and repair of City infrastructure and for the provision of technical information and services to the City government, including supervision of engineers (staff or contract), technicians, and contractors hired by the City, and such other duties and responsibilities as may be assigned by the Director of Community Services. The head of the Division of Engineering shall be the City Engineer, who shall be responsible to the Director.

The function of the Division of Code Administration shall be to coordinate activities and enforcement of all property-related codes of the City, including property maintenance, construction, Development Regulations Ordinance, and any related codes, ordinances and regulations. The Division shall include the Construction Code Enforcement Agency, as described by State statute and ordinances of the City. The head of the Division of Code Administration Development shall be the Chief Inspector.

The function of the Sewer Utility shall be to oversee the maintenance, operation, and capital planning of the City's sanitary sewer system. This shall include oversight of the licensed sewer operator, sewer consulting engineer, and staff. The head of the Sewer Utility shall be the Director of Community Services.

Other functions within the Department may be designated from time to time by request of the Capital Projects and Community Services Committee, as recommended by the Department of Community Services Director. These may include, but not be limited to, providing administrative services to the Planning Board, the Zoning Board of Adjustment, the Construction Code Appeals Board, and such other boards or committees as the Council may create or designate.

The Director of Community Services shall be responsible for management of the Department, its employees, facilities and equipment, including assigning tasks and functions within the various divisions and to the various employees of the Department, notwithstanding the outlines of functions contained in this section in assigning functions and tasks, the provision of services to the community shall be of paramount concern, without regard to formal or previous organizational structure.

Employees of the Department of Community Services shall be subject to the requirements, benefits and privileges of the City's personnel policies, as they may be modified or amended by duly executed labor agreements with bargaining units.

There is hereby created as an executive and enforcement function of the City of Summit, pursuant to N.J.S.A. 40A:14-118, a Department of Police, which shall consist of the following positions: a Chief of Police, up to two (2) Captains, up to four (4) Lieutenants, up to eight (8) Sergeants and up to thirty-two (32) police officers. In addition, the Police Department may employ clerical personnel and other employees to assist its officers in preserving the peace and good order of the City. The Mayor shall be the Head of the Police Department pursuant to N.J.S.A. 40A:61-4f, and also the Appropriate Authority over the Summit Police Department pursuant to N.J.S.A. 40A:14-118, and shall promulgate rules and regulations for the government of the force and for the discipline of its members.
The Appropriate Authority shall supervise the Chief of Police with respect to the efficiency and routine day-to-day operations of the department, and shall establish policies as he or she deems necessary to ensure the proper and effective delivery of police services with the City.
The Appropriate Authority may also appoint committees or commissions to conduct investigations of the operation of the police force, and may delegate to such committee or commission such powers of inquiry as it deems necessary or may itself conduct any hearing or investigation authorized by law. The Appropriate Authority may direct the examination at any time of the operations of the force or the performance of any officer or member thereof. The Appropriate Authority may also provide for the health, safety or welfare of the municipality in an emergency situation through special emergency directives.

The following shall constitute the line of authority relating to the police function as required by N.J.S.A. 40A:14-118:
a. 
Chief of Police. The Chief of Police shall possess those powers and duties set forth at N.J.S.A. 40A:14-118, and shall be the head of the police force and directly responsible to the Appropriate Authority for the efficiency and routine day to day operations thereof. The Chief of Police shall, pursuant to policies established by the Appropriate Authority:
1. 
Administer and enforce rules and regulations and special emergency directives for the disposition and discipline of the force and its officers and personnel.
2. 
Have, exercise and discharge the functions, powers and duties of the force.
3. 
Prescribe the duties and assignments of all subordinates and other personnel.
4. 
Delegate such of his or her authority as he or she may deem necessary for the efficient operation of the force to be exercised under his or her direction and supervision.
5. 
Report at least monthly to the Appropriate Authority in such form as shall be prescribed by the Appropriate Authority on the operation of the force during the preceding month, and make such other reports as may be requested by the Appropriate Authority.
It is the duty of the Chief of Police to cause public peace to be preserved and to see that all laws and ordinances, written orders, resolutions and policies of the City of Summit pertaining to the Police Department are properly complied with. He shall faithfully and properly obey and cause all the personnel under him to obey all rules, regulations, resolutions, orders and policy directives which may from time to time be prescribed by the Appropriate Authority.
b. 
Captain of Police. Immediately subordinate to the Chief of Police in the line of authority is the Captain of Police, who shall assist the Chief in the administration of the department and who shall perform such duties and responsibilities as may be assigned by the Chief of Police or as may be set forth in departmental rules and regulations or otherwise imposed by law. In the absence of the Chief of Police, the senior ranking Captain shall perform the duties and possess the powers of the Chief of Police.
c. 
Lieutenant of Police. Immediately subordinate to the Captain in the line of authority is the Lieutenant of Police, who shall perform such duties and responsibilities as may be assigned by the Chief, or Captain of Police or as may be set forth in departmental rules and regulations or otherwise imposed by law.
d. 
Sergeant of Police. Immediately subordinate to the Lieutenant of Police in the line of authority is the Sergeant of Police who shall perform such duties and responsibilities as may be assigned by the Chief of Police, Captain or Lieutenant or as may be set forth in departmental rules and regulations or otherwise imposed by law.
e. 
Patrol Officer. Immediately subordinate to the Sergeant of Police in the line of authority is the position of Patrol Officer, who shall perform such duties and responsibilities as may be assigned by the Chief of Police, Captain of Police, Lieutenant of Police or Sergeant of Police or as may be set forth in departmental rules and regulations or otherwise imposed by law.
Nothing contained herein shall prevent the Chief of Police from directing that a particular sworn officer or position bypass the aforesaid line of authority and/or chain of command and report directly to the Chief of Police or such other officer as the Chief may direct.

The Mayor shall establish policies and procedures for the discipline of the employees of the Police Department which shall be administered and enforced by the Chief in accordance with the department's rules and regulations. The Mayor or his/her designee shall serve as hearing officer over all such disciplinary proceedings. The Mayor shall also possess such powers over the Police Department as set forth in N.J.S.A. 40A:61-4f.

The Mayor shall have the power and authority to issue, promulgate and enforce rules and regulations governing the operation of the Department of Police and its divisions, provided that such rules and regulations are not in abrogation or repeal of, or are inconsistent with statutory law or local ordinance or resolution. Such rules and regulations, and any departmental orders, verbal or written, shall be applicable to all personnel of the Department, including when engaged in outside employment. See Appendix C of the Code for "Summit Police Department Rules and Regulations," adopted November 15, 2021.

All applicants for appointment to or for promotion within the Police Department shall be qualified for appointment or promotion as required by law, ordinance and department rules and regulations.

The rights, privileges, powers and duties of the members of the Department of Police, shall be those prescribed by the laws of the State of New Jersey, the provisions of this Revision and other ordinances and resolutions of the City of Summit, and such rules and regulations which may be established.

a. 
No person shall hereafter be given or accept a permanent appointment as a Police Officer in the City of Summit unless such person has successfully completed a Police training course at a school approved and authorized by the Police Training Commission in the Department of Law and Public Safety of the State of New Jersey, in accordance with applicable statutes and regulations.
b. 
This subsection shall not prohibit the giving or accepting of a probationary or temporary appointment as a Police Officer for a period not to exceed one (1) year, to enable a person seeking a permanent appointment to complete a Police training course as prescribed by the Police Training Commission.
c. 
No person shall be permitted to take a Police training course unless he holds a probationary or temporary appointment as a Police Officer in the City of Summit, and such appointee shall be entitled to a leave of absence with pay during the period of the Police training course pursuant to law.

a. 
General.
1. 
Whenever a promotional opportunity announcement is published, eligible officers who intend to participate in the promotional process shall submit a cover letter and resume to the Office of the Chief of Police by 0900 hours on the closing date of the promotional announcement; otherwise they shall be deemed ineligible to participate in the promotional process.
2. 
In order to remain an eligible candidate throughout a promotional opportunity, candidates shall adhere to all submission deadlines noted in a promotional announcement; otherwise they shall be deemed ineligible and disqualified from the promotional process.
3. 
The closing date noted on the promotional announcement shall serve as the official commencement date of the promotional process.
4. 
For all promotional eligibility lists, the date of publication of said list shall serve as the commencement date of the eligibility list and expire in accordance with that noted on the promotional announcement.
5. 
No officer will be promoted to or maintained in a command or supervisory position who does not demonstrate an aptitude for such position within the probationary period of one (1) year from the date of appointment to such position.
b. 
Eligibility.
1. 
Promotional eligibility for the rank of Sergeant.
(a) 
Prior to the commencement date of the promotional process, eligible officers must have successfully completed five (5) years of permanent status in the position of police officer with the Summit Police Department to partake in the promotional process.
2. 
Promotional eligibility for the rank of Lieutenant.
(a) 
Prior to the commencement date of the promotional process, Sergeants must have successfully completed one (1) year in rank to be eligible to partake in the promotional process.
3. 
Promotional eligibility for the rank of Captain.
(a) 
Prior to the commencement date of the promotional process, applicants must hold the rank of Lieutenant; or hold the rank of Sergeant with a minimum of two (2) years in rank.
4. 
Promotional eligibility to the rank of Chief.
(a) 
Prior to the commencement date of the promotional process, applicants must hold the rank of Captain; or hold the rank of Lieutenant with a minimum of two (2) years in rank.
c. 
Promotional process - rank of Sergeant.
1. 
Administrative review - personnel assessment — overall value 20%. An assessment of each candidate's personnel file will be completed during this stage of the administrative review. The candidates will be issued a correlating score based upon an overall evaluation of the following areas:
(a) 
Cover letter and resume (10-point maximum). Eligible sworn officers interested in participating in an announced promotional opportunity shall submit a cover letter and resume to the Office of the Chief of Police by 0900 hours on the closing date of this announcement.
(b) 
Written portion (25-point maximum). Each candidate shall submit a position paper and/or outline on various topics presented by the due date noted on the promotional announcement.
(c) 
Education/military service (30-point maximum).

(f) 
Employee evaluation review (30-point maximum).
(1) 
Annual employee evaluations are an important measurement of the employee's overall dedication to the organization.
(2) 
The employee evaluations of each candidate for the prior three years will be scored independent of each other and provided an overall valuation for each with a maximum score of 135 points.
(3) 
Based on the overall valuation, each employee evaluation report will then be assigned a correlating score. The process for determining the valuation of each of the three employee evaluation reports shall consist of the following:
(i) 
Each of the 27 evaluation criteria areas noted on the employee evaluation will receiving a correlating valuation between 0 and 5 as follows:

Complimentary letters. Candidates will receive one point for each letter of commendation received throughout their career. Maximum point value shall not exceed 10 points.

Exemplary notices. Candidates will receive one point for each exemplary notice received throughout their career. Maximum point value shall not exceed 10 points.
(3) 
Departmental awards. Candidates will receive one point for each departmental award received throughout their career. Maximum point value shall not exceed 10 points.
(4) 
Community engagement. Candidates will receive one point for each community event they have participated in. Maximum point value shall not exceed 10 points. Examples of community events include:

All Sergeants, Lieutenants and Captains will complete a trait assessment for each of the candidates. The candidates will then be ranked based upon their overall trait assessment valuation and issued a correlating score.

(a) 
Each candidate will be asked a set list of questions during an interview with members of an interview panel consisting of the Chief of Police and Divisional Captains and Bureau Lieutenants. Applicants will be scheduled according to seniority.
(b) 
The candidates will be ranked and issued a correlating score.
(c) 
Based on a cumulative score of the overall value of each of the first three phases (A-C), candidates with the top three scores will proceed to the next phase in the promotional process.
4. 
Oral interview - Safety and Health Committee - overall value 10%.
(a) 
Each candidate will be asked a set list of questions during an interview with members of an interview panel consisting of members of the City's Safety and Health Committee, inclusive of the Mayor, Chief of Police, Members of Common Council and the City Administrator. Applicants will be scheduled according to seniority.
(b) 
The candidates will be ranked and issued a correlating score.
5. 
Final scoring, ranking and posting of promotional eligibility list.
(a) 
The scores from each phase of the process are compiled and a final score is established for each candidate.
(b) 
Candidates will be ranked based upon their final scores with the top three (3) candidates being placed on a promotional eligibility list for a period of one (1) year from the date of publication of said list.
6. 
Recommendation for promotion.
(a) 
At the time that a vacancy is declared and before being recommended for promotion, the officer named at the top of the promotional eligibility list shall undergo, and be required to pass, a psychological assessment by a licensed facility, chosen and paid for by the City, for the purpose of determining promotional suitability.
(b) 
Upon a successful outcome, the Chief of Police shall recommend the officer to the Mayor and members of the Common Council for promotion to the rank of Sergeant. Where two (2) or more candidates are ranked equally pursuant to the promotional procedure set forth herein, preference shall be given to the candidate with the most seniority in service pursuant to N.J.S.A. 40A:14-129 or a resident over a nonresident pursuant to N.J.S.A. 40A:14-122.6. Seniority shall prevail over residency in the case of candidates that are ranked equally.
(c) 
In the event that the officer listed at the top of the eligibility list does not successfully pass the psychological assessment, they shall be deemed ineligible for promotion and removed from the promotional eligibility list.
d. 
Promotional process - rank of Lieutenant.
1. 
Cover letter and resume. Eligible sworn officers interested in participating in an announced promotional opportunity shall submit a cover letter and resume to the Office of the Chief of Police by 0900 hours on the closing date of the announcement.
2. 
Written portion. Each candidate shall submit a position paper and/or outline on various topics presented by the due date noted on the promotional announcement.
3. 
Administrative review. Each candidate will undergo an internal administrative review consisting of the following:
(a) 
Trait assessment. A panel consisting of members of the police command staff shall evaluate and complete a trait assessment for each of the candidates. The candidates will be evaluated in the following areas: leadership, verbal communication skills, written communications skills, decisionmaking, evaluation and guidance, interpersonal relationships with peers, superiors and the public, technological knowledge and professional attitude.
(b) 
Job performance. A review of the job performance of each candidate will also be completed during this stage of the internal review. Factors to be considered include education, assignments, employee performance evaluations, community involvement, professional accomplishments, interpersonal skills, management theory, contribution to the overall success of the organization, ability to think abstractly, and how they relate to the overall years of service/years in rank.
4. 
Oral interview - Police Administration.
(a) 
Each candidate will be asked a set list of questions during an interview with members of an interview panel consisting of the Chief of Police and Divisional Captains. Applicants will be scheduled according to seniority.
(b) 
Based on a cumulative score of the overall value of each of the first three phases (A-C), up to three candidates with the top three scores will proceed to the next phase in the promotional process.
5. 
Oral interview - Safety and Health Committee. Each candidate will be asked a set list of questions during an interview with members of an interview panel consisting of members of the City's Safety and Health Committee, inclusive of the Mayor, Chief of Police, Members of Common Council and the City Administrator. Applicants will be scheduled according to seniority.
6. 
Final scoring, ranking and posting of promotional eligibility list.
(a) 
Up to three (3) candidates will be ranked and placed on a promotional eligibility list for a period of one (1) year from the date of publication of said list.
(b) 
Final ranking/recommendations for promotion to the Mayor and Common Council by the Chief of Police shall consider the results of the above-listed items.
7. 
Recommendation for promotion. At the time that a vacancy is declared, the Chief of Police shall recommend for promotion the officer named at the top of the promotional eligibility list. Where two (2) or more candidates are ranked equally pursuant to the promotional procedure set forth herein, preference shall be given to the candidate with the most seniority in service pursuant to N.J.S.A. 40A:14-129 or a resident over a nonresident pursuant to N.J.S.A. 40A:14-122.6. Seniority shall prevail over residency in the case of candidates that are ranked equally.
e. 
Promotional process - rank of Captain.
1. 
Cover letter and resume. Eligible sworn officers interested in participating in an announced promotional opportunity shall submit a cover letter and resume to the Office of the Chief of Police by 0900 hours on the closing date of the announcement.
2. 
Administrative review. Each candidate will undergo an internal administrative review of their knowledge, skills and abilities as they relate to those depicted in the accompanying job description.
3. 
Written portion. A written portion in which the candidate will submit a position paper on various topics by the due date noted in the promotional announcement.
4. 
Oral interview - Police Administration. A formal interview conducted by the Office of the Chief of Police.
5. 
Oral interview - Safety and Health Committee.
(a) 
A formal interview with members of the City's Safety and Health Committee.
(b) 
In accordance with N.J.S.A. 40A:14-129, due consideration shall be given to the length and merit of service. Where two (2) or more candidates are ranked equally pursuant to the promotional procedure set forth herein, preference shall be given to the candidate with the most seniority in service pursuant to N.J.S.A. 40A:14-129 or a resident over a nonresident pursuant to N.J.S.A. 40A:14-122.6. Seniority shall prevail over residency in the case of candidates that are ranked equally.
g. 
Acting designation; no office or position created.
1. 
The Mayor and Common Council of the City of Summit have the discretion and authority to assign the functions and duties of superior officer ranks, once the Mayor and Common Council of the City of Summit have certified by resolution that the position of any superior officer rank(s) is vacant and until a superior officer rank(s) is promoted. The Mayor and Common Council may designate an officer who is qualified to perform the functions and duties of any superior officer rank in an acting capacity.
2. 
It is explicitly understood that no office or position of any kind is created by the assignment of functions and duties of a higher rank to an officer of a lower rank on an acting basis. Such designation shall also not be considered an appointment to a position, nor constitute a promotion. Such designation shall not entitle the officer to any additional compensation or other emoluments of office unless specifically provided for in a collective bargaining agreement or City of Summit Personnel Policies and Procedures Handbook. The officer fulfilling such assignment does not and is not intended to constitute the holding of a de facto office or position within the meaning of N.J.S.A. 40A:9-6 or any other law. The officer designated in an acting capacity shall continue to fulfill the assignment at the pleasure of the Mayor and Common Council.
h. 
Confidentality of test results. The final results of the promotional process shall be considered confidential. Individual officers may speak with the Chief of Police, who will discuss their overall results of the testing process. The Chief of Police will not share the officers' ranking in relationship with the other candidates. In addition, any specific information provided by members of an interview panel and/or supervisory/superior officers involved in the rating and ranking of candidates will not be disclosed.
i. 
Appeal process. Candidates who wish to appeal the results of the promotional process may file a grievance in compliance with the collective bargaining agreement between the City of Summit and the Summit P.B.A. Local 55.
j. 
Security of promotional materials. The Chief of Police shall be responsible for the security of promotional materials. All promotional materials will remain in a secured promotional file under the authority of the Office of the Chief of Police.
k. 
Reapplication. There is no procedure for reapplication during the course of the promotional process. Candidates are encouraged to again enter the promotional process when it begins anew after the expiration of the promotional list.

Each regular officer shall hold office and continue in said employment during good behavior and efficiency, and no person shall be removed from office or employment for any other causes than incapacity, misconduct, or disobedience of the rules and regulations established and hereafter established by the Department, or absence from duty without just cause.
Any member of the Police Department may be terminated, reduced in rank, suspended, or fined for just cause in accordance with the provisions of N.J.S.A. 40A:14-147. Disciplinary action that results in the loss of time or pay for less than six (6) days may be taken by the Chief of Police subject to the grievance procedure contained in the current labor agreement between the City and PBA Local 55. Disciplinary action that may result in termination, reduction in rank or suspension of more than five (5) days shall be taken only after a hearing before the Mayor, who may delegate this responsibility to the City Administrator.

Any badges, insignia, weapons, leather goods, specialized clothing or pertinent equipment finished to sworn members of the Police Department shall at all times be and remain the property of the City of Summit and, upon the member's separation from the Department, shall be returned to the City.

a. 
There is hereby established within the City of Summit an Auxiliary Police Force to be known as the Summit Auxiliary Police.
b. 
The Table of Organization for the Summit Auxiliary Police shall consist of no more than twenty-five (25) members to be appointed by the governing body.
c. 
The chain of command of the Summit Auxiliary Police shall be as follows: The Summit Emergency Management Coordinator and/or Police Chief shall supervise and be responsible for all such operations. Under the Emergency Management Coordinator and/or Police Chief there shall be the following positions in descending order, each of which shall report to the next highest position: one (1) Deputy Chief; one (1) Captain; two (2) Lieutenants; three (3) Sergeants; eighteen (18) Officers. Training Officers may be designated from the membership at the discretion of the Auxiliary Police Chief (sworn officer).
d. 
Promotions will be made from existing members in good standing. All recruits/members will begin at the position of Probationary Auxiliary Police Officer. Following the completion of a one (1) year probationary period, all recruits/new members will attain the position of Auxiliary Police Officer. Auxiliary Police Officers must serve at least two (2) years of active duty, exclusive of the aforesaid probationary period, before being eligible for promotion. Once promoted, said officer must serve at least two (2) years in the promotional position before being considered for any other promotion. Any officer who has been suspended will not be eligible for promotion for two (2) years from the date of suspension.
e. 
The Emergency Management Coordinator and/or Police Chief shall be empowered to promulgate rules, regulations, and policies necessary to effectuate the purposes hereof, including but not limited to all aspects of recruitment, uniforms and equipment, and operations of the Summit Auxiliary Police.

a. 
Junior Police Department Established. Pursuant to the provisions N.J.S.A. 40:48-2 deemed in the public interest to promote respect for law and order and to that end to encourage young citizens of the City of Summit to engage in police work, there is hereby established a Junior Police Department in the City of Summit.
b. 
Supervision by Director. Supervision and control of such Junior Police Department shall be vested in a Director who shall be a member of the regular Police Department and who shall be appointed by the Chief of Police.
c. 
Rules and Regulations. The members of the Junior Police Department shall be subject to such rules and regulations as may be promulgated from time to time by the Chief of Police, subject to the approval of the Mayor, which such rules and regulations shall provide for, but need not be limited to, the creation of officers of such department, assumption of command, disciplinary procedure, duties and equipment.
d. 
Probationary Period; Appointment. The member of such Junior Police Department shall be appointed thereto by the Director for a probationary period of three (3) months, continuation in the service being dependent upon the conduct of the appointee and his fitness for the performance of the duties to which assigned. The Director is hereby empowered to revoke any probationary appointment or permanent appointment without cause or hearing. The powers, rights and duties of such members of the Junior Police Department shall immediately cease at the expiration of the term for which they were appointed or upon revocation of their appointment.
e. 
Qualifications. No person shall be appointed to such Junior Police Department unless he is a citizen of the United States, between the ages of sixteen (16) to twenty-two (22), able to read, write and speak the English language, physically qualify and of good moral character and shall not have been convicted of any crime. No member of such Junior Police Department shall carry a revolver or any other weapon. Every such member of said Junior Police Department shall be fingerprinted and his fingerprints shall be filed with the Division of State Police and the Federal Bureau of Investigation.
f. 
Compliance with Regulations. Every such member of said Junior Police Department shall comply with the regular rules and regulations governing the conduct and decorum of the regular members of the Summit Police Department.
g. 
Duties. In addition to such duties as may be prescribed for the Department, the members thereof are specifically authorized to control traffic when so assigned.
h. 
Scope of Authority. Every such member of said Junior Police Department shall perform his duties only within the City of Summit.
i. 
Wearing of Insignia. Members of the Department while on active duty shall bear an official insignia or badge of authority indicating their membership in the Department.

There shall be within the City government a Department of Community Programs, the head of which shall be the Director of Community Programs.

The Director shall be appointed by the Common Council and subject to removal by a majority vote.

The Department of Community Programs shall include an Advisory Board.
b. 
The members of the Board will be appointed by the Mayor with the advice and consent of Common Council.
c. 
The Board will recommend names of prospective Board candidates to the Mayor and Common Council so that the expertise needed on the Board is known to the appointing authority.

The Board will be constituted with no fewer than nine (9) members and no more than eleven (11) voting members.
b. 
The Board membership will as closely as possible be made up of those representing the interests of Recreation, Youth, and Seniors. Additionally, there will be "at large" positions representing the community and, a liaison from Common Council.
c. 
In general, the terms of each Board member should be three (3) years with a two (2) consecutive term limit of service.
d. 
The initial Board will be constituted using staggered terms to assure continuity of the Board as future appointments are made.

The Community Programs Advisory Board shall serve in an advisory capacity to the Mayor and Common Council, the City Administrator, and the Director of Community Programs concerning the goals, objectives, plans and programs of the Department of Community Programs.
b. 
The Board shall act as a body, and no individual member may take any action, in the name of the Board, that has not been authorized by the Board as a whole.
c. 
The Board shall issue all its formal recommendations in writing to the governing body, Administrator and Director.
d. 
The Board may recommend policies for formal adoption but shall have no authority to adopt policies. It shall have no management or supervisory authority over the Department or its employees.
e. 
The Board shall meet at least six (6) times a year and shall annually elect from its membership a presiding officer.
f. 
The Director of Community Programs shall make provision for reasonable staff assistance to the Advisory Board.

In order to facilitate recommendations to the Board and to provide representation and expertise from the various service providers within the community, both standing and ad-hoc subcommittees may be appointed.
Subcommittees may include, but not be limited to:

Youth.
b. 
Recreation.

Seniors.

Facilities.
e. 
Personnel.
f. 
Technology.
g. 
Grants.
Members of the various standing and ad-hoc subcommittees will be appointed by the Board. Each standing and ad-hoc subcommittee will be led by a member of the Board who will represent that subcommittee at Board meetings.
