As used in this chapter:
Shall mean a two wheeled vehicle which has a wheel 14 or
more inches in diameter, and is propelled wholly or in part by muscular
power. Regulations and licensing requirements contained herein shall
apply also to a three wheeled vehicle, propelled wholly or in part
by muscular power, which has a wheel 14 inches or more in diameter,
but shall exclude a child's tricycle, not reasonably capable
of being ridden by an adult person of average size and weight.

It shall be unlawful for any person to ride a bicycle upon the
sidewalks of the city, except as may be necessary to enter or leave
adjacent property from or to a roadway.

It shall be unlawful for any person to operate or use a bicycle
upon any of the streets, alleys or public highways of the city without
first obtaining from the police department a license therefor.

The police department shall take applications for bicycle licenses,
and issue bicycle licenses for each calendar year commencing January
1 and ending on December 31 of that calendar year. The licenses, when
issued, shall authorize operation of such bicycle for which the license
has been issued upon all the streets, alleys and public highways,
exclusive of the sidewalks thereof, in the city.

Upon the payment of the registration fee as established by resolution
of the city council, it shall be the duty of the police department
to attach one license plate to the frame of each bicycle and to file
the application card. Such license plate shall remain attached to
the frame of the bicycle during the existence of such license. The
police department shall also keep a record of the date of issuance
of each license, to whom issued, the number thereof, and any other
information in accordance herewith. Upon the annual renewal of a license,
the police department may, at the discretion of the chief, affix a
decal to the old license plate, instead of attaching a new license
plate.

It shall be the duty of every person who sells or transfers
ownership of any bicycle, to immediately report such sale or transfer
to the police department, together with the name and address of the
person to whom the bicycle was sold or transferred.

It shall be unlawful for any person to willfully or maliciously
remove, destroy, mutilate, or alter the license on any bicycle which
has been issued pursuant to this chapter.

The annual license fee to be paid for each license shall be
as set by resolution of the city council and shall be paid in advance
to the police department. All license fees collected under this chapter
shall be paid into the general fund of the city.

The police department may stamp an identification number on
the frame of the bicycle to facilitate identification of the bicycle
for the purposes of enforcing this chapter.
