Criteria for site plan approvals. In considering applications within
the LHC District, the Planning Board shall evaluate any proposal to
construct or alter any structure or building, taking into consideration
the outside dimension, the front facade and the appearance thereof,
the visual relationship between the property in question and existing
structures and the character of the district with regard to: architectural
style (particularly in relation to properties which are within view
of such structures of historic significance or of meritorious architectural
quality), heights and sizes of buildings and the location and arrangement
thereof, including such matters as setbacks, materials, line, color
and detail, in order to ensure that all new construction and exterior
alterations will result in a visual composition which will be in harmony
with the character of the district.
