No person, either as principal or agent, shall, in the City, conduct, pursue, carry on or operate any calling, trade, profession or occupation unless he has a current license so to do issued in accordance with this article.
A separate license must be obtained for each branch or separate place of business in which the trade, calling, profession or occupation is carried on, and each license shall authorize the party obtaining it to carry on, pursue or conduct only that trade, calling, profession or occupation described in such license, except as may be otherwise specifically provided.
No free licenses shall be granted, nor rebates allowed, for any cause, nor any sum accepted less than the amount specified in this article.
The City Clerk shall issue any license required by this article upon payment of the required fee or tax and compliance with all applicable provisions of this Code. Licenses so issued shall be signed by the City Clerk.
No license issued under this article shall, in any case, be returned or transferred.
A. 
All licenses for which an annual fee is paid in accordance with this article shall expire one year after issuance.
B. 
An annual license issued under this article may be renewed by paying the prescribed fee on or before the expiration date of the current license, and shall be considered delinquent if not renewed within 30 days thereafter. For every month or fraction of a month a license shall remain delinquent after the 30 days allowed as aforesaid, there shall be added to the amount of the license fee a penalty of $2, which shall be collected in the same manner as the license fee. The addition of such penalty to a license fee shall not exempt the person from whom the fee is collectible from prosecution for conducting or engaging in the business, trade, occupation or calling without a current license, in violation of this article.
Licenses shall be posted in a conspicuous location.

Any person, firm, or corporation convicted of violating any provision of this article, or of failing to act or comply with the provisions of this article, shall be punished by a fine of not less than $50 nor more than $750 or by imprisonment not to exceed 60 days, or by both such fine and imprisonment.
