Within the Department of Public Welfare and Public Safety there
shall be a Division of Welfare, the head of which shall be the Local
Assistance Board of three (3) members to be appointed by the Board
of Commissioners. At least one (1) of the three (3) members shall
be a woman. Members shall serve terms of three (3) years each, for
staggered terms. Members of the Board of Assistance shall serve without
compensation. The Local Assistance Board shall have such powers and
perform such duties as are provided by general law and ordinance and
shall appoint a Director of Welfare pursuant to state law.
