There is hereby created and established the office of Superintendent
of the Water Department of the Borough of Avon-by-the-Sea. The Superintendent
of the Water Department will hold office for a term of three (3) years.
The Superintendent of the Water Department shall be solely responsible
for the construction, operation and maintenance of the water distribution
system.

The Superintendent of the Water Department shall be paid a salary
of a range to be established from time to time by the Board of Commissioners.
The salary shall be in lieu of any and all overtime or holiday pay.
The Superintendent of the Water Department shall be entitled
to a vacation leave as specified by the applicable ordinance.'
