As used in this section:
Shall mean vehicles of the Fire Department, Police Department,
ambulances, and other vehicles approved by the Township of Woodbridge
when operated in response to an emergency.
Shall mean cats, dogs, horses, fowl or birds and any living
creatures within jurisdiction of the park.
Shall mean every type of motor-driven vehicle used for commercial
purposes on the highways; or, any omnibus or vehicle adapted for more
than twelve (12) passengers, or engaged in the carrying of any merchandise,
or upon which is displayed for advertising purpose any writing, symbol,
flag, banner, target, sign, placard, etc.
Shall mean the Director of Parks and Recreation of the Township
of Woodbridge.
Shall mean any road, avenue, drive, or boulevard maintained
by the Parks Department for vehicular use, including the parts thereof
under or over any bridge.
Shall mean any person who propels, operates, or is in charge
of a vehicle.
Shall mean every tire the surface of which (in contact with
the highway) is wholly or partly of metal or other hard non-resilient
material.
Shall mean and include all vehicles propelled otherwise than
by muscular power (includes all motor operated vehicles of the bicycle
or tricycle type).
Shall mean all signs, signal markings and devices placed
or erected by authority of the Director of the Parks Department or
official having jurisdiction for the purpose of regulating, warning
or guiding traffic.
Shall mean all vehicles used for the transportation of passengers
for hire.
Shall mean any person employed by the Township of Woodbridge
as a policemen or officer.
Shall mean the standing or waiting of a vehicle not actually
engaged in the receiving or discharging of passengers or merchandise,
unless in obedience to traffic regulations.
Shall mean any footpath, walk or any path maintained for
pedestrians.
Shall mean a person afoot.
Shall mean any written license issued by or under the authority
of the Director of the Parks Department, permitting the performance
of a specified act or acts.
Shall mean any natural person, corporation, company, association,
joint stock association, firm or copartnership.
Shall mean every road or lane or driveway not open to the
use of the public in general.
Shall mean the privilege of the immediate use of the roadway,
drive, or path.
Shall mean any space (within a drive) established for pedestrians.
Shall mean all the real property situated in the Township
of Woodbridge acquired by or under the jurisdiction and care of the
Township of Woodbridge Parks Department, or which may be hereafter
acquired by it or under the jurisdiction and care of the Township
of Woodbridge Parks Department, or which may be hereafter acquired
by it or come under its jurisdiction.
Shall mean complete cessation from movement.
Shall mean when prohibited, any cessation of movement of
a vehicle occupied or not, except when necessary to avoid conflict
with other traffic.
Shall mean pedestrians, ridden or herded animals, vehicles,
either singly or together, while in the confines of the parks' jurisdiction.
Shall mean any conveyance (except baby carriages) including
motor vehicles, bicycles, tricycles, sleds, sleighs, pushcarts, or
vehicles propelled by other than muscular power—also any horse
(trailers).

In the interpretation of the regulations of the Woodbridge Township
Parks, their provisions shall be construed as follows:
a.
Any term in the singular shall include the plural.
b.
Any term in the masculine shall include the feminine and neuter.
c.
Any requirement or prohibition of any act shall, respectively, extend
to and include the causing and procuring, directly or indirectly of
such act.
d.
No provision hereof shall make unlawful any act necessarily performed
by an officer or employee of the Department in line of duty or work
as such, or by any person, his agents or employees, in the proper
and necessary execution of the terms of any agreement with the Department
of Parks.
e.
Any act otherwise prohibited by law or local resolution, shall be
lawful if performed under, by virtue of, and strictly within the provisions
of a permit so to do and to the extent authorized thereby.

This section is enacted to establish rules and regulations for
the protection, care and control of the public parks and playgrounds
in the Township and to regulate the conduct of persons on or within
such parks and playgrounds or using the facilities thereof.

All Woodbridge Township Parks Department regulations shall be
effective within all the parks, parkways, and reservations of the
Woodbridge Township Park System and regulate the use thereof by all
persons.

a.
All provisions of the New Jersey State Motor Vehicle Act [N.J.S.A.
Title 39] with regard to equipment, lights, licenses, brakes, operation,
etc., will apply in the parks and will be strictly enforced, with
also such further restrictions as may be hereinafter stated.
b.
Vehicles. No commercial vehicles and no vehicle with a gross weight
in excess of five (5) tons shall be driven or operated in the parks
except by express permission of the Director of the Parks Department
or his designee.
d.
Motor Vehicle Driving Lessons. No person not possessing a valid driver's
license and no person possessing a learner's permit issued pursuant
to N.J.S.A. 39:3-13 et seq. shall drive any motor vehicle in any park
or playground for the purpose of receiving driving instructions from
a licensed motor vehicle driver. Such person, as well as the licensed
motor vehicle drive, shall be held accountable for the violation of
this subsection.
e.
Towing or Projecting Loads. No person shall cause or permit a vehicle
in tow to enter the Woodbridge Township Parks or proceed therein,
except that in case of a breakdown or disabled vehicles, vehicles
may be towed to the nearest exit.
No person shall operate or drive a vehicle containing any person
or object projecting or hanging outside of or beyond the side or the
rear thereof.
f.
Vehicles Where Prohibited. No person shall drive a motor vehicle
within or upon any safety zone, walk, bridle path, or any part of
the parkway not designated or customarily used for such purposes.
(Motorcycles, cycle pushed.) No vehicle shall be driven or operated
upon any lawn or grassed areas unless so designated by signs or officers
of the park.
g.
Obeying Officers. Whenever any officer or patrolman authorized by
the Department of Parks shall indicate or direct, by gesture or otherwise,
that the speed of a vehicle shall be checked or stopped, or its course
altered, the driver thereof shall immediately obey such directions.
h.
Parking. No owner or driver shall cause or permit his vehicle to
stand anywhere outside of designated parking spaces, except for a
reasonable time in a drive, to take up or set down passengers.
The parking, standing or stopping of any motor vehicle in any
Township Park after the hours of sunset and before sunrise, and the
parking, stopping, or standing of any motor vehicle in any Township
Park during the hours of darkness or all night, is prohibited.
i.
Speed. No person shall drive or operate a vehicle in any part of
the Parks at a rate of speed exceeding that indicated by signs which
may be placed from time to time in the Park system.
j.
Washing Cars. The washing, polishing, cleaning or repairing of any
vehicle not owned by the Township of Woodbridge shall be forbidden,
except in cases of absolute emergency.
k.
Exceptions. Nothing contained in these regulations shall apply to
authorized emergency vehicles when responding for emergency work in
case of fire, accident, public disaster, impending danger or emergency
or Police Officer engaged in his duties.

a.
Distribution or Display. No person shall:
1.
Post, paint, affix, distribute, hand out, deliver, place, cast, or
leave about any bill, billboard, placard, ticket, handbill, circular,
or advertisement.
2.
Display any flag, banner, transparency, target, sign, placard or
any other matter for advertising purposes.
3.
Operate any musical instrument or drum for advertising purposes or
for the purpose of attracting attention to any exhibit, show performance,
or other display.
b.
Alms and Contributions. No person shall solicit alms or contributions
for any purpose.
c.
Animals. No domestic animals or fowls shall be allowed to run at
large within the parks and all persons taking dogs into the parks
shall restrain them with a leash.
1.
Dogs shall be restrained by a leash not exceeding six (6) feet in
length.
2.
No person shall ride or drive a horse unless it be well-broke and
constantly held in such control that it may be easily or quickly turned
and stopped.
3.
No horse shall be unbridled or left unattended in any unenclosed
area without being securely fastened.
4.
No person shall ride or drive a horse except upon the drives and
bridle paths.
5.
No person shall hunt for, molest, shoot, kill or trap any animal
or bird within the limits of the park.
6.
No person shall fish in any of the park waters, unless he has a State
license. No person shall kill, wound, discharge or throw missiles
at any fish in such water, or place therein any piscivorous fish,
poison, or any other substance injurious to fish.
d.
Disorderly Conduct. No person shall:
1.
Throw stones or other missiles or annoy persons.
2.
Climb or stand upon any wall, fence, shelter, seat, statue, or other
erection.
3.
Enter or leave except at established entrance-ways or exits.
4.
Coat, throw or deposit on the ice or in the ponds and lakes any sticks,
stones, or other matter that would tend to injure the ice for skating
or pollute the ponds.
5.
Fail to obey or interfere with an officer in the proper performance
of his duties.
6.
Play games of chance, participate in the conduct of a lottery, except
as to those lotteries which are exclusively operated by the State
of New Jersey, or use or operate any gaming table or instrument or
sell futures or fortunes.
7.
Sell, possess or drink any alcoholic beverage unless a permit to
sell, possess, or drink the beverage has been granted by the Director
of the Parks and Recreation Department.
8.
Drink, take, use, or have in their possession, or be under the influence
of opiates.
9.
Use loud, violent, obscene, or profane language or act in a disorderly
or obscene manner or commit a nuisance.
e.
Explosive. No person shall bring, or have any explosives in the parks.
No person shall introduce, carry or fire any firecrackers, torpedoes
or fireworks.
f.
Firearms, Weapons and Tools. No person shall bring in or have in
his possession:
1.
Any pistol or revolver or objects upon which loaded or blank cartridges
may be used.
2.
Any tools, instruments, skeleton keys, picklocks, jimmies or other
things known as burglar tools, except when authorized by law.
3.
Any rifle, shotgun, fowling piece, airgun, spring gun, slingshot,
bow or any other instrument or weapon in which the propelling force
is a spring or air, excepting the lawful uses of such weapons at places
and times prescribed by the Department of Parks.
g.
Fires. No person shall kindle, build, maintain, or use a fire, except
in places provided for such purposes and the person so kindling, building,
etc., shall extinguish same before leaving the place where the fire
has been used.
1.
All fire shall be continuously under the care and direction of a
competent person from the time it is kindled until it is extinguished.
2.
No fire shall be built within ten (10) feet of any tree or building.
3.
No fire shall be built beneath the branches of any tree or in any
underbrush.
4.
No cigar, cigarette, lighted match shall be discarded carelessly
or in a manner which may start a fire.
h.
Closing Hours. All parks will close at sunset, except where specific
closing hours as defined by the Weather Bureau for the New Brunswick
area are designated.
i.
Opening Hours. All parks will open at sunrise as defined by the U.S.
Weather Bureau for the New Brunswick area, unless otherwise specified
or designated by signs.
j.
Vending. No person shall sell, offer for sale, vend and/or give away
any object or article of merchandise or any other thing, without a
written permit from the Parks Department.
k.
Minors. No parent or guardian or custodian of any minor shall permit
or allow him to do any act prohibited by the Woodbridge Township Parks
Regulations.

It shall be unlawful for any person or persons to do any of
the following, except at places and times so designated by the Woodbridge
Township Parks Department or by permit:
a.
Swimming, Bathing, Wading. Persons engaged in swimming, bathing and
wading shall be covered with a bathing suit as to prevent indecent
exposure, and shall not dress or undress in places other than those
provided for same.
b.
Boating.
c.
Playing of games.
d.
Riding of horses.
e.
Meetings, exhibitions, parades, picnics, etc.
f.
Skating, sledding, coasting.
g.
Operating model planes, boats, cars, etc.
h.
Operating rides—pony or motorized.

It shall be unlawful for any persons to:
a.
Throw or place any foreign or waste substance in any lake, river,
lagoon, stream, storm sewer, or drain of the parks or leading into
or bordering the aforementioned.
Throw or place any substance, matter or things that may or shall
result in the pollution of the waters.
b.
Injure trees, shrubs and grass or destroy, cut, break, deface, mutilate,
disturb, sever or remove from the ground any plant, flower, growing
thing, stem, branch or leaf thereof;
c.
No person shall injure, deface, displace, remove, fill in, raise,
destroy or tamper with any drive, path, walk, bridge, or approach
thereto; take up or remove or carry away any asphalt, concrete, flagstone,
rock, stone, gravel, sand, clay, or earth; or make any excavation
of any kind, name or nature or harvest, cut, injure, or remove any
ice, or injure, deface, displace, remove, or destroy any structure,
building, post, railing, bench, seat, platform, stand, tree guard,
telephone, telegraph, pipe, or main for conducting gas, water, or
wires, or any hydrant, sewer, drain, pipe, main, receiving basin,
covering manhole, or vent forming a part hereof, or any appurtenance
or appendage connected therewith; or any property or equipment, real
or personal, owned by or under the jurisdiction or control of the
Department, or appertaining to the creation, government, use or maintenance
of the parks, or injure or in any way interfere with the operation
of any machine, instrument or contrivance used in the parks; or injure,
deface, displace, remove or destroy any sign, inscription, post or
monument erected or marked for any purpose; any mile board, mill stone,
danger sign, or signal, guide sign or post; or any signaling device,
sanctioned, installed or placed by the Department or Township, within
the Park for the purpose of directing, restricting, or regulating
traffic, establishing zones, or giving information or direction to
the public; or interfere with any lamp, lamp post, gas or electric
apparatus, or extinguishing the light therein except upon proper authority;
or without a permit, attach, string, adjust, or carry any wire, or
any other object in, on, or over any part of the Park.
d.
No person shall throw, deposit or leave any paper or other refuse
anywhere in a park or playground, except in a receptacle provided
for refuse.
e.
Rubbish and Refuse Matter. No person shall take into, carry through,
leave in or throw, cast, lay, drop or discharge into or on or suffer
or permit any servant, agent, employee or person in his or her charge,
to take into, carry through, leave in or throw, cast, lay, drop or
discharge into or on the Parks any ashes, dross, cinders, shell, paper,
dirt, sand, oil, grease, clay loam, stone, or building rubbish, brush,
stumps, hay, straw, oats, sawdust, shavings, or manufacturing, trade,
or household waste, old iron or other metals or objects made therefrom,
rubbish of any sorts, or sick, diseased, or dead animals, organized
refuse or any other offensive matter, including swill, brine, offal,
fecal matter, garbage, or rubbish.

a.
A permit to do any act shall authorize the same only insofar as it
may be performed in strict accordance with terms and any conditions
thereof. Any violation by its holder or his agents or employees of
any term or condition thereof, shall constitute grounds for its revocation
by the Department or by the authorized representative whose action
therein shall be final. In case of revocation of any permit, all moneys
paid for on account thereof shall, in the option of the Department,
be forfeited to and be retained by it and the holder of such permit,
together with his agents or employees who violated such terms and
conditions shall be jointly and severally liable to the Department
for all damages or loss suffered by it in excess of the money so forfeited
and retained; but neither such forfeiture and retention by the Department
of the whole or any part of such moneys, nor the recovery or collection
thereby such damages or both, shall in any manner relieve such person
or persons from liability to punishment for any violation of any provision
of any Woodbridge Township Park Regulations.
b.
Applications for permits shall be submitted to the Department of
Parks and Recreation and permits shall be issued by the Department
if the conditions of this section have been satisfied.

a.
Rules and Regulations. The Rules and Regulations Governing the Use
of Parks and Playgrounds promulgated by the Department of Parks and
Recreation and appended to this ordinance are hereby adopted as the
Rules and Regulations Governing the Use of Parks and Playgrounds,
and included herein by reference.

b.
Enforcement.
1.
Enforcement of those rules and regulations codified as ordinances
elsewhere in the Revised General Ordinances of the Township of Woodbridge
shall be enforced by the Woodbridge Township Police Department and
shall be prosecuted through the Woodbridge Township Municipal Court.
2.
Those rules and regulations not codified as ordinances elsewhere
in the Revised General Ordinances of the Township of Woodbridge shall
be enforced by either the Woodbridge Township Police Department or
the Department of Parks and Recreation.
c.
Enforcement Procedure Recreation Department. Alleged violations of
the portion of the Rules and Regulations Governing the Use of Playgrounds
designated as prohibitive behavior shall be prosecuted through an
administrative hearing conducted by the Recreation Department in accordance
with the procedural guidelines established in said Rules and Regulations.
d.
Penalties.
1.
Penalties for violation of these Rules and Regulations which are
separately codified ordinances shall be in accordance with said ordinance.
2.
Violations of those Rules and Regulations which are designated as
improper behavior shall result in the loss of use of all Woodbridge
Township Park and Recreation facilities for a period not to exceed
seven (7) days.
e.
Amendment of Rules. The Township Department of Parks and Recreation
shall be permitted to amend these Rules and Regulations from time
to time, as they deem necessary upon approval by resolution of the
Municipal Council.

a.
Township of Woodbridge residents shall be given first preference
with regard to the rental of marina slips. Any slips remaining after
choice having been made by Township residents may be rented to nonresidents.
b.
Deadline for preference rental of slips to Township residents shall
be April 1, at which time all slip rentals must be paid. Any slips
remaining open after April 1 shall be rented to nonresidents.
c.
Any boat replacing an original rental slip must pay the difference
in fee according to the length of the boat, or any boat that replaces
an original yearly rental slip must pay a daily rate of winter storage.
No sublease will be permitted. If a boat should be sold after payment
on the slip is made, the new owner must vacate this slip within two
(2) weeks after the transaction is completed. The original occupant
retains the slip for a reasonable length of time if he or she intends
to purchase another boat. The failure to notify personnel in charge
of the boat basin of any transaction involving the transfer of boats
shall result in forfeiture of the slip. Any replacements must be made
with the knowledge and consent of the Recreation Department office.
d.
Proof of ownership must be presented at the time of payment for the
slip.

Fees shall be determined by the Director of Parks and Recreation
and shall be available for public inspection in the Office of the
Municipal Clerk at least thirty (30) days prior to any fee increase
taking effect. Fees shall be set by the linear feet of the boat(s)
and consistent with market rates in the vicinity. The Director shall
set a summer rate from May 1 through October 31 and a winter rate
from November 1 through April 30.

a.
All boat owners utilizing the dock facilities as herein described
must provide the Department of Recreation with documentation that
the owner carries liability insurance covering those who operate or
assist in the operation of the boat in question, said insurance to
be in amount of one hundred thousand ($100,000.00) dollars for a single
personal injury and three hundred thousand ($300,000.00) dollars for
an occurrence; and, fifty thousand ($50,000.00) dollars for property
damage insurance.
b.
The owner is also to provide documentation of insurance protecting
the owner of the boat from losses as the result of damage to the boat
by third persons or the elements.

a.
The type, size and condition of any boats accepted for slip rental
by the Township shall be at the discretion of the Recreation Department.
b.
Disposal of garbage and refuse shall be made in containers provided
by the Township placed at the dock ramp. Littering shall be strictly
prohibited and is punishable by law.
c.
Any unauthorized use of the boat slip will result in the slip holder
forfeiting his/her right to use the boat slip, and any fees paid.

The Department of Recreation shall establish rules and regulations
relating to the operation of the tennis court facilities and designate
a schedule of playing time so as to allow maximum use of the court
facilities to all members of the public.

Anyone using the courts for any purposes during the year for
other than playing tennis, which person is either loitering or vandalizing
the courts, will be subject to a fine of not less than fifty ($50.00)

Persons desiring to secure such a permit shall furnish to the
Department of Recreation their name, proof of residency, copy of driver's
license, copy of boat registration, description of their boat and
copy of the registration for the trailer or motor vehicle to be used
to transport their boat.

All such permits shall be serially numbered for identification
purposes. The serial number of each such permit shall be entered in
a book for registration thereof opposite the name and address of the
permit holder. Persons engaged in launching or hauling out their boats
shall at all times have their permits visible. Three (3) decals will
be issued to the owners, one (1) to be placed on the rear driver's-side
window of car or, in case of a truck, the left-hand corner of the
back window, one (1) on the boat and one (1) on the trailer.

All persons using the ramp area shall comply with any and all
rules and regulations as may be promulgated by resolution of the Mayor
and Council of the Township.

The hours of operation for the skate parks are Monday through
Friday (except Holidays) 2:30 p.m. — Dusk; Saturday,
Sunday and Holidays 8:00 a.m. — Dusk; Summer Hours
of Operation (June 15th through Labor Day) Open Every Day 8:00 a.m. — Dusk.
The Skate Parks will be closed during wet, snowy or icy conditions
or during park maintenance periods. The Township reserves the right
to close the skate parks if it determines that any other condition
renders the skate parks unsafe for use. The skate parks are unsupervised
facilities.

a.
Participants twelve (12) and under must have an adult present. Know
your ability and skate accordingly.
b.
All persons entering the skate parks are deemed to have knowledge
that the skate parks are non-supervised activity sites designed for
skateboarding and in-line skating only, and that all use of the skate
parks is at the risk of the user.
c.
All persons entering the skate parks are deemed to have agreed to
indemnify, defend and save harmless the Township of Woodbridge, its
officers, employees, agents, and volunteers for, from and against
any accident, including death, and/or loss of property or damage thereto
sustained as a result of using the skate parks.
d.
Helmets, kneepads, elbow pads, appropriate footwear, and wrist guards
are required for skaters within the parks.
e.
Each user of the skate parks shall have personal identification that
includes name, address, and telephone number in his/her possession
at all times during use of the skate parks.
f.
All non-BMX type bicycles; scooters; motorized vehicles of any kind
are prohibited.
g.
Skateboards with wheelbases larger than twenty (20) inches are prohibited.
h.
Personal ramps, rails, boxes, and other apparatus or modifications
to the skate surfaces are prohibited.
i.
No food or beverages area are allowed inside the skate parks.
j.
Spectators and pets are prohibited in the skate park areas.
k.
All skaters are to act in an orderly, safe and considerate manner
while on the premises and in the skating area. Everyone is to wait
his or her turn. Reckless or dangerous skaters will be requested to
leave the skating area and the premises immediately.
l.
Smoking, use of drugs or alcohol, profanity or abusive language or
vandalism is strictly prohibited and shall result in automatic and/or
permanent expulsion from the facilities.
m.
Use of radios, stereos or any type of amplified sound must be in
accordance with the Township noise ordinance and must remain outside
of the skate parks. Headphones are prohibited.
n.
Violation of these rules may result in expulsion from the facilities
and revocation of any privileges for their use.

a.
First Offense. Upon conviction by the Woodbridge Township Municipal Court of a violation of subsection 14-6.2 of the Woodbridge Township Code, a person shall be punished by a fine up to one hundred ($100.00) dollars plus other court costs. Suspension of facility privileges will also be at the discretion of the Department of Parks and Recreation upon conviction.
b.
Second Offense. Upon conviction by the Woodbridge Township Municipal
Court of a second offense, a person shall be punished by a fine up
to one thousand two hundred fifty ($1,250.00) dollars, plus court
fees. Conviction of a second offense will result in permanent suspension
of facility privileges.

15. Use of "off road" motorized vehicles of any
type, whether registered or not; except on approved roadways designated
or established for use by motorized vehicles.
|
|
NOTE: During the appropriate season, fields located
within the park are frequently permitted by youth sports organizations.
|
|
Organizations holding permits have priority over non-permitted
use during the time included in the permit.
|
|
II. PROHIBITED BEHAVIOR
|
|

2. Failure to respect fellow children, e.g. not
taking turns on equipment.

3. Pushing, shoving, harassment or bullying of others.

or b) in an unintended or inappropriate manner.

5. Bringing glass bottles within the Playground
boundaries.
|
|
6. Failure to clean up after your pet.
|
|
7. Smoking within 50 feet of playground equipment.
|
|
III. HEARING PROCEDURE
|
|
1. Any violation of Article I of these Rules and
Regulations shall be prosecuted through the Woodbridge Township Municipal
Court relying on the ordinance violated as cited herein.
|
|
2. Any person accused of a violation of Article
II of these Rules and Regulations shall be entitled to a hearing before
the Woodbridge Township Director of Recreation or his designee.
|
|
3. Any person accused of a violation of Article
II of these Rules and Regulations shall be informed in writing by
the Woodbridge Township Police Department or the Woodbridge Township
Recreation Department of the alleged violation. Such notice shall
include:
|
|
a) the alleged offense; the date; time; and location
on which the alleged offense occurred; and
|
|
b) the date of the hearing at which the accused
party shall be entitled to contest the allegation.
|
|
4. Any hearing conducted pursuant to these Rules
and Regulations shall take place at a place and time designated by
the Director of the Recreation Department within ten (10) calendar
days of the date on which the violation notice is issued, or such
other date as the parties shall agree.
|
|
5. At any hearing conducted hereunder, the accused
party shall be entitled to representation by counsel, and to call
witnesses on his behalf.

The following fees are prescribed for the Township's Mini-Golf
course:
Children 12 and under: $5 per game.
Adults: $7 per game.
Groups of 100 or more persons: $3 per child per game/$5 per
adult per game.
These fees are subject to change at the discretion of the Director
of Recreation and shall be posted with the Municipal Clerk at least
twenty (20) days prior to implementation.
