The provisions of this Article imposing a time limit on parking shall not relieve any person of the duty to observe other and more restrictive provisions prohibiting or limiting the stopping, standing or parking of vehicles as set forth in N.J.S.A. 39:4-138, any other New Jersey statute or as hereinafter provided.
No person shall park a vehicle at any time upon any of the streets or parts thereof described in Schedule I of Chapter 161A.

No person shall park a vehicle at any time upon those premises owned by the Borough and known as the "First Aid Squad Building," located on the easterly side of Main Street between Sylvania Avenue and Woodland Avenue and designated as 520 Main Street, except in marked parking spaces where parking is not prohibited by sign or pavement markings. This section shall not apply to duly authorized Borough personnel in the pursuit of their official duties.

No person shall park a vehicle at any time upon those premises owned by the Borough and known as the "Avon Municipal Pool Rear Parking Area" located at the rear of the pool area on the easterly side of Patriot Lane between Norwood Avenue and Woodland Avenue. This section shall not apply to duly authorized Borough personnel in the pursuit of their official duties between the hours of 6:00 a.m. and 10:00 p.m. only.

No person shall park a vehicle at any time upon those premises owned by the Borough at the rear of the Borough hall and located on the easterly side of Railroad Avenue between Berry Place and Batchelor Place. The area from the southerly curbline of Berry Place south a distance of ninety (90) feet shall be reserved for police vehicles and parking for Borough employees. The area from the northerly curbline of Batchelor Place north a distance of one hundred (100) feet shall be reserved for parking for members of the Borough fire department. The southerly side of Woodland Avenue beginning one hundred seven (107) feet west of the westerly curbline of Main Street and ending one hundred ninety-two (192) feet west of the westerly curbline of Main Street shall be reserved for parking for Borough employees. On the west side of Railroad Avenue, the first four (4) parking spaces north of the northern line of Batchelor Place shall be reserved for the Fire Department.

Parking shall be permitted upon the following described streets or parts of streets:

No person shall park or place any disabled or disassembled vehicle on any public street. No one shall undertake repairs without the express permission of the Borough Police, which permission shall be limited in duration to the reasonable amount of time to have the disabled vehicle removed or repaired but under no circumstances in excess of four (4) hours.
A disassembled vehicle shall include any vehicle in which the hood, trunk lid, fender(s), door(s), tire(s), tail light assembly, headlight assembly or windshield have been removed and are missing except as part of a repair being performed as permitted by this section.

A. 
Definitions. The term "through streets" shall refer to Woodland Avenue, Norwood Avenue, Sylvania Avenue, Garfield Avenue, Lincoln Avenue and Washington Avenue.
B. 
Parking shall be prohibited on Woodland Avenue, Norwood Avenue, Sylvania Avenue, Garfield Avenue, Lincoln Avenue and Washington Avenue within 25 feet of the intersecting curbline at Third, Fourth and Fifth Avenues.
C. 
Parking shall be prohibited at all other intersections as follows:
(1) 
The intersections of the through street and First Avenue:
(a) 
Northwest side of Avenue: 30 feet.
(b) 
Northeast side of Avenue: 34 feet.
(c) 
Northeast side of through street: 43 feet.
(d) 
Southeast side of through street: 30 feet.
(e) 
Southeast side of Avenue: 34 feet.
(f) 
Southwest side of Avenue: 30 feet.
(g) 
Southwest side of through street: 30 feet.
(h) 
Northwest side of through street: 34 feet.
(2) 
The intersections of the through streets and Second Avenue:
(a) 
Northwest side of Avenue: 25 feet.
(b) 
Northeast side of Avenue: 34 feet.
(c) 
Northeast side of through street: 43 feet.
(d) 
Southeast side of through street: 30 feet.
(e) 
Southeast side of Avenue: 34 feet.
(f) 
Southwest side of Avenue: 25 feet.
(g) 
Southwest side of through street: 25 feet.
(h) 
Northwest side of through street: 25 feet.
(3) 
The intersection of Lincoln Avenue and Fourth Avenue:
(a) 
Northwest side of Fourth: 25 feet.
(b) 
Northeast side of Fourth: 20 feet.
(c) 
Northwest side of Lincoln Avenue: 43 feet.
(d) 
Southeast side of Fourth: 20 feet.
(e) 
Southwest side of Fourth: 20 feet.
(f) 
Northeast side of Lincoln Avenue: 34 feet.
(4) 
The intersection of Lincoln Avenue and Fifth Avenue:
(a) 
Northwest side of Fifth: 20 feet.
(b) 
Northeast side of Fifth: 34 feet.
(c) 
Southeast side of Fifth: 20 feet.
(d) 
Southwest side of Fifth: 20 feet (school zone prohibition).
(5) 
The intersection of Garfield Avenue and Fifth Avenue:
(a) 
Northwest side of Fifth: 20 feet.
(b) 
Northeast side of Fifth: 34 feet.
(c) 
Southeast side of Fifth: 34 feet.
(d) 
Southwest side of Fifth: 20 feet.
No person shall park a vehicle between the hours specified in Schedule II of any day except Sundays and public holidays upon any of the streets or parts of streets described in said Schedule II of Chapter 161A.
No person shall park a vehicle in any parking space designated and marked as being set aside for the physically handicapped unless said vehicle shall have affixed thereto an identification certificate or marker issued by appropriate governmental authority. Parking in such space without said certificate or marker shall create a rebuttable presumption that use thereof was not for the physically handicapped. Such spaces shall be as designated in § 161-48.

Every person, corporation or entity, convicted of, or pleading guilty to, a violation of § 161-7.1 shall be liable for a fine of two hundred fifty dollars ($250) for a first offense, and for subsequent offenses, the penalty shall be a fine of at least two hundred fifty dollars ($250) and up to ninety (90) days community service on such terms and in such form as the court shall deem appropriate, or any combination thereof.
No person shall stop or stand a vehicle during the times specified in Schedule III of any day except Sundays and public holidays upon any of the streets or parts of streets described in said Schedule III of Chapter 161A.
A. 
No person shall park a vehicle for longer than the time limit shown on Schedule IV at any time between the hours listed in said Schedule IV of any day except Sundays and public holidays upon any of the streets or parts of streets described in said Schedule IV of Chapter 161A.
B. 
Moving from one location to another on the same block shall constitute continuous parking, if such continuous parking is for longer than the time limit given, and such action shall be deemed a violation of this section and shall be punishable as such.
Any person shall park a vehicle upon any of the streets or parts thereof described in Schedule V of Chapter 161A at the angle designated and only within the painted white stall lines. All angle parking shall be head-on only; i.e., with the front of the vehicle nearest the curb.

It shall be unlawful to park on any of the streets of the Borough between the hours of 11:00 p.m. and 6:00 a.m. except where provided in Schedule VI of Chapter 161A any of the following vehicles or equipment:
A. 
Buses.
B. 
Bulldozers, tractors, cement mixers or dump trucks.
C. 
Any commercially registered vehicles.
D. 
Boats or boat trailers.
E. 
Campers.
F. 
Vehicles with commercial advertising.
G. 
Landscaping, equipment or construction trailers.
This prohibition shall not apply to the Municipal Parking Lots west of Main Street between Garfield and Washington Avenues.

The provisions of this Article ("Parking") shall be deemed inapplicable to vehicles operated by Borough employees and officials while on official business of the Borough, provided that such vehicle displays a valid "Official Business" permit issued by the Borough, and provided further that the parking of such vehicle is necessary to such official business and presents no immediate hazard.
