A. 
The following standing committees of the Council, consisting of two (2) Council members each, shall be appointed at the annual meeting:
(1) 
Personnel and Administration.
(2) 
Finance.
(3) 
Fire.
(4) 
Police.
(5) 
Public Property.
(6) 
Public Works.
B. 
Each Councilman shall be Chairman of one (1) of the six (6) standing committees and a member of one (1) other committee.
C. 
Standing committees are appointed to expedite and facilitate the work of the Council, but only within statutory limits, as the entire Council is held responsible for any or all of its acts.
(1) 
A standing committee shall:
(a) 
Plan, study, review, see that commitments are made only within budgetary limitations and see that the routine activities for which it has primary responsibility are carried out.
(b) 
Perform such acts as may be assigned to it by the Council.
(c) 
Report and make recommendations to the Council regarding its responsibilities and activities.
(2) 
Except as provided above, a standing committee shall not:
(a) 
Allow its budgetary appropriations to be exceeded without prior approval of the Council.
(b) 
Make promises or commitments to anyone which directly or by inference bind the Council.
(c) 
Act in such a manner as to or make decisions which set a precedent, or violate established Council policy.
D. 
Special committees may be appointed for purposes other than those included in the duties of the standing committees.
E. 
In case of death, resignation, removal from office or incapacity to serve of any committee Chairman, the Mayor shall name the successor Chairman, subject to the approval of the Council. The Mayor may, with the approval of a majority of the Council, change existing committee assignments and/or Chairmen when it is in the best interests of the Borough to do so.
F. 
The Chairman of each standing or special committee shall be prepared to report to the Mayor and Council at each regular meeting on the principal activities and achievements of his committee. He shall also prepare and submit in writing to the Mayor, not later than December 1 of each year, a suitable annual report.
A. 
The Personnel and Administration Committee shall have primary responsibility for reviewing the following described activities and matters:
(1) 
Employees' salaries.
(2) 
Working conditions.
(3) 
Employees' benefits, including but not limited to:
(a) 
Hospitalization.
(b) 
Pension rights.
(c) 
Sick time.
(d) 
Vacation and vacation pay.
(e) 
Overtime.
(f) 
Insurance.
(g) 
Grievances.
(4) 
Coordination of all administration between all Borough departments.
B. 
The Finance Committee shall have primary responsibility for the following-described activities and matters:
(1) 
The examination and review of all vouchers prior to their submission to the Council for authority to pay the same.
(2) 
The initiation of foreclosure actions and the subsequent administration and disposition of property acquired by the Borough under foreclosure of tax title liens.
(3) 
The coordination of departmental budgets; the preparation of budgetary figures relating to the activities above mentioned; the final preparation, explanation and continuing supervision of the entire municipal budget.
(4) 
The review, revision and all other matters pertaining to any insurance coverage of the Borough.
(5) 
It shall also serve as the liaison between the Council and the registered municipal accountant and any other body or organization on fiscal matters.
C. 
The Fire Committee shall have responsibility for the following-described activities and matters:
(1) 
The general responsibility for the Fire Department and the direct oversight of and responsibility for recommending to the Council the apparatus and equipment to be purchased for the use of the Department, and for the maintenance of its apparatus and equipment. In recommending to the Council the apparatus and equipment to be purchased for the use of the Department, the Committee shall take into consideration the recommendations of the Board of Engineers.
(2) 
The employment, subject to the approval of the Council, of a Superintendant of Fire Maintenance and such other personnel as is necessary to carry out these purposes.
(3) 
The supervision of all equipment used for the fighting of fires.
(4) 
The enforcement of all rules and ordinances governing the Fire Department.
(5) 
The supervision of the Superintendent of Fire Maintenance, who shall be responsible for the maintenance of the fire alarm system and Fire Department equipment and have such other duties as the Committee may direct.
D. 
The Police Committee shall have primary responsibility for the following-described activities and matters:
(1) 
Supervision and control of the Police Department.
(2) 
Serve as the liaison between the Council and Municipal Judge and all organizations or agencies concerned with public safety.
(3) 
The enforcement of all local ordinances and police regulations.
(4) 
Provide for the supervision and control of all existing parking lots, including entrances and exits; regulate the traffic flow in said lots; control the maintenance of all existing parking lots, including lighting and the posting of proper signs; conduct studies and submit recommendations regarding the control and improvement of all lots and the acquisition of any additional parking lots.
E. 
The Public Property Committee shall have primary responsibility for the following-described activities and matters:
(1) 
The control and jurisdiction of the office of the Building Inspector.
(2) 
The supervision of the construction, maintenance and repair of all Borough-owned buildings and grounds.
F. 
The Public Works Committee shall have primary responsibility for reviewing the following-described activities and matters:
(1) 
The administration, practices, procedures and records of the following:
(a) 
Road construction, improvement, maintenance and cleaning, including street openings.
(b) 
Construction and maintenance of sidewalks and curbs.
(c) 
Maintenance and operation of the Municipal Garage.
(d) 
Maintenance of vehicles and other mechanical equipment as assigned.
(e) 
Maintenance, cleaning, improvement and construction of all municipal parking lots.
(f) 
Sanitation activities, including construction and maintenance of sanitary sewers.
(g) 
Stormwater collection and disposal.
(h) 
Garbage, ash and refuse collection and disposal.
(i) 
Supervision of the planting and care of the shade trees located along the public streets and other municipal property.
(j) 
Supervision of the lighting of the streets and highways.
(k) 
Supervision of the Borough Engineer and Superintendent of Public Works, who shall in turn supervise and direct the Borough employees assigned to the Public Works Department.
(l) 
Supervision and operation of sanitary landfill.
(m) 
Supervision of the custodial staff.
